Richard Smith Whaley
Richard Smith Whaley (1874-1951) was a federal judge on the United States Court of Claims.
Whaley was nominated to the Court of Claims by President Herbert Hoover. He was commissioned on June 3, 1930. He was later sworn in as chief justice on June 27, 1939, following an appointment to that position from President Franklin Delano Roosevelt. He assumed senior status on July 9, 1947, and served in that capacity until his death on November 8, 1951.[1]
