The Nebraska Legislative Bill Reading Procedures Amendment, also known as Amendment 3, was on the ballot in Nebraska on November 3, 1970, as a legislatively referred constitutional amendment. It was defeated. The measure would have eliminated the reading of an entire bill before a final vote in the legislature.[1][2]
