Ah, I see what’s happened.

The definitions are drawn in from the main text:
https://www.w3.org/TR/WCAG22/#dfn-general-flash-and-red-flash-thresholds

In that version, it has “Note 1” etc.

For some reason that isn’t used in the Understanding doc version.

I’ve created an issue here:

Thank you for asking.  It turns out that one has to expand the “Key Terms” section just above the “Help improve this page” section.

I’m sorry that I didn’t include that detail; I hadn’t noticed.

Might these number labels be added in the document, or the numbers become links to the sections that they refer to?
