Abstract
L'expérimentation TZCLD instaurée depuis 2016 et qui concerne aujourd'hui plus de 80 territoires s'inscrit dans un projet de transformation radicale des politiques de l'emploi. Inversant le focus mis sur la responsabilité des chômeurs à trouver un emploi et sur leur employabilité, la création de comité locaux pour l'emploi et d'entreprise à but d'emploi vient proposer une mise collective au travail pour créer du travail. Ce projet, en prônant l'inclusion de toutes les personnes sans limite de durée et sur la base d'un salaire au SMIC permet d'interroger les conceptions dominantes du travail. Nous proposons de focaliser notre attention sur les pratiques d'encadrement et d'accompagnement du travail et des travailleurs notamment à partir d'une enquête menée sur ce qui est désigné comme un « management inclusif ». Nous présenterons d'abord quelques éléments de cadrage et de questionnements, puis nous exposerons les constats principaux de nos enquêtes pour conclure en revenant sur le cadre d'analyse que nous avons proposé.
