The packaging industry is one of the main users of raw materials in the EU, accounting for 40% of plastic and 50% of paper use. It is also a growing source of waste. In 2021, the average European generated 189 kg of packaging waste. Without further action, this is expected to rise to 209 kg by 2030.

To reduce packaging waste, enhance sustainability and to mitigate the environmental impact of packaging, the European Commission proposed a new Packaging and Packaging Waste Regulation in 2022.

The Regulation entered into force on 11 February 2025, replacing the Packaging Directive (Directive 94/62/EC). It aims to:

  • reduce packaging waste by 15% per person in each Member State by 2040, compared to 2018 levels. This will be achieved, for example, by cutting down on unnecessary packaging, especially single-use and overpackaged items;
     
  • make packaging fully recyclable by 2030, with specific rules and criteria to enhance recyclability of different materials;
     
  • promote reuse or refill by requiring companies to offer a portion of their products, such as takeaway drinks and meals, in reusable or refillable packaging; and
     
  • standardise packaging formats and improve labelling of reusable packaging making it easier for consumers to make more sustainable choices. The European Commission’s Directorate-General for Environment oversees the implementation of the Regulation.
