Michael Regan
Michael S. Regan was the administrator of the Environmental Protection Agency (EPA) from 2021 to 2025. The Senate confirmed him on March 10, 2021, by a vote of 66-34. Regan was the first Black man to lead the EPA.[1] Click here for more information about his confirmation process.
Regan also served as the North Carolina secretary of environmental quality from 2017 to 2021. He was appointed to the position by Governor Roy Cooper (D), assuming office on January 3, 2017.[2]
He previously worked for the EPA from 2001 to 2008. Regan also worked at the Environmental Defense Fund from 2008 to 2015.
Biography
Regan received a bachelor's degree in earth and environmental science from North Carolina Agricultural and Technical State University and an M.P.A. from George Washington University.[2]
Regan has more than two decades of experience in environmental advocacy and regulation. He previously worked for U.S. Climate and Energy, the Environmental Defense Fund, and the Environmental Protection Agency. He also founded M. Regan & Associates LLC, an energy and environmental consulting firm.[2]

On December 17, 2020, President Joe Biden (D) announced that he had selected Regan as his nominee for administrator of the Environmental Protection Agency.[4]
In a press release, Biden’s office said, “The current Secretary of the North Carolina Department of Environmental Quality, Regan has served in the EPA under both Democratic and Republican presidents and has a distinguished track record of bringing people together across the public, private, and non-profit sectors to advance environmental justice and seek solutions to environmental and climate challenges.”[4]
The EPA defines the role of the administrator as being "responsible for managing and enforcing the nation's environmental laws and regulations, preparing the annual budget of the agency, leading U.S. government efforts related to the environment at home and abroad, and other responsibilities."[5]
The Senate Committee on Environment and Public Works held Regan's confirmation hearing on February 3, 2021. The Senate confirmed Regan on March 10, 2021, by a vote of 66-34.
