John James McConnell Jr. is the chief judge on the United States District Court for the District of Rhode Island. He joined the court in 2011 after being nominated by President Barack Obama.
Early life and education
A native of Providence, Rhode Island, McConnell earned his bachelor's degree from Brown University in 1980 and his J.D. from Case Western Reserve University School of Law in 1983.[1]

McConnell was first nominated by President Obama on March 10, 2010, to fill a seat on the United States District Court for the District of Rhode Island vacated by Ernest Torres. The American Bar Association rated McConnell Substantial Majority Qualified, Minority Not Qualified with three voting members abstaining. Hearings on McConnell's nomination were held before the Senate Judiciary Committee on May 13, 2010, and his nomination was reported by U.S. Sen. Patrick Leahy (D-Vt.) on June 17, 2010. Under provisions of Rule XXXI, paragraph six of the standing rules of the Senate, McConnell's nomination was returned to the president on August 5, 2010. President Obama resubmitted the nomination on September 13, 2010, and McConnell's nomination was reported by Sen. Leahy on September 23, 2010, without additional hearings. Under provisions of Rule XXXI, paragraph six of the standing rules of the Senate, McConnell's nomination was returned to the president on December 22, 2010. President Obama resubmitted the nomination on January 5, 2011, and McConnell's nomination was reported by Sen. Leahy on March 31, 2011, without additional hearings. McConnell was confirmed on a recorded 50-44 vote of the U.S. Senate on May 4, 2011, and he received his commission on May 6, 2011.[1][2][3][4][5]
