Three seats on the Hamilton Township Board of Education were up for general election on November 4, 2014.

Incumbent Susan Lombardo sought re-election. She faced Jennifer Kraemer, Garret P. Hengeli, Vincent McKelvey, Christopher Frank Scales, Ann H. Wolf and Nancy Yantas in the general election.[1][2] Lombardo, Hengeli and Kraemer ran as a slate.[3]

Two other board incumbents, Patricia DelGiudice and Joseph Malagrino, both had terms expiring at the end of 2014, but neither ultimately ran for re-election. George W. Fisher, Jeffery S. Hewitson, John Hulick and Giuseppe Malagrino all originally filed to run, but did not proceed to the election.[1][2]

Lombardo retained her seat in the general election. Kraemer and Scales also won seats on the bard in the election.

Hamilton Township School District is located in Mercer County, New Jersey. The county seat of Mercer County is Trenton. In 2013, Mercer County was home to approximately 370,414 residents according to estimates by the United States Census Bureau.[4] In 2011-2012 school year, Hamilton Township School District was the 10th-largest school district by enrollment in New Jersey and served 12,441 students.

Demographics

Mercer County overperformed in comparison to the rest of New Jersey in terms of education achievement in 2012. The United States Census Bureau found that 38.2 percent of Mercer County residents aged 25 years and older had attained a bachelor's degree compared to 35.4 percent for New Jersey as a whole. The median household income for Mercer County was $73,759, compared to the state average of $71,637. The unemployment rate in the county was 10.8 percent while it was 9.9 percent statewide.[4]

Voter and candidate information

The Hamilton Township Board of Education consists of nine nonpartisan members elected at large to three-year terms. Candidates for the Board of Education must be 18 years old and have resided within the district for at least one year prior to their election or appointment. There are no term limits.

Candidates were required to submit nominating petitions to the county clerk by the filing deadline on July 28, 2014. The general election was held on November 4, 2014. Voters had to register by October 14, 2014, to vote in the election.[6][7]

None of the candidates had received any official endorsements as of October 14, 2014.

Campaign finance

Candidates were not required to declare their contributions unless the exceed $4,500.00. The last campaign finance report prior to the election was due on October 24, 2014, and the final report was due on November 24, 2014.

Candidates received a total of $998.12 and spent a total of $672.42 during the election, according to the New Jersey Election Law Enforcement Commission as of October 6, 2014.[8]

Susan Lombardo, Jennifer Kraemer, and Garret P. Hengeli, who ran with the Committee to Elect K-L-H Hamilton BOE, received a total of $998.12 and spent a total of $672.42.

The remaining candidates reported no contributions or expenditures.

What was at stake?

The Hamilton Board of Education was guaranteed at least two new faces with just one incumbent running for re-election. The race which started out with 12 candidates whittled down to seven before the general election. This included incumbent Joseph Malagrino withdrawing from the race over board infighting.

In addition to the regular concerns of the election season, Hamilton Township residents also faced the death of a four-year old child who attended Yardville Elementary School. It was announced on October 4, 2014, that the cause of death was enterovirus D68.[9]

Withdrawn candidates

Incumbent Joseph Malagrino originally filed to run in the election, but later withdrew citing internal board disagreements. He commented upon his withdrawal saying, "We have too many individuals on the board that have their own agenda and I just don't have time for that. There are a few board members that have their hearts in the right place, who I'll miss working with, but I can't devote the amount of time needed to the board." The following three former board members also filed nominating petitions only to withdraw prior to the election: Jeff Hewitson, John Hulick and George Fisher.[10] Patricia DelGiudice, the other incumbent up for re-election in 2014, did not file for the election due to family priorities.[11]

Issues in the district

Enterovirus D68 death

Eli Waller, a four-year old who attended Yardville Elementary School, died of enterovirus D68 (EV-D68) in September 26, 2014. The strain of the virus that killed Waller had infected children in at least 43 states.[12] EV-D68 is a type of non-polio enterovirus that causes mild to severe respiratory illness. According to the Center for Disease Control and Prevention (CDC), "[from] mid-August to October 14, 2014, CDC or state public health laboratories have confirmed a total of 691 people in 46 states and the District of Columbia with respiratory illness caused by EV-D68." As of October 14, 2014, the CDC had detected EV-D68 in five patient deaths.[13]
