McIsaac responded to the recall effort:[4]
“ |
I think it's incredibly unfortunate that South Dakotans for Transparent Government have decided to go completely scorched earth on our community and our school because of their personal feelings towards one person, because I'm only one person. It's really unfortunate what they've done to the reputation of our city because of their personal animosity towards me.[3] |

To put a recall election on the ballot in South Dakota, organizers are required to submit valid signatures equal to 15% of the registered voters of the municipality, based upon the total number of registered voters at the last preceding general election. Signatures are valid if signed within 60 days of petitions being submitted.
The recall effort was initiated in April 2023.[5] Organizers submitted 163 signatures on May 11, 2023.[4] On May 16, 2023, the Baltic City Council declined to set a date for the recall election because McIsaac had filed a motion for an injunction the same day.[6]
McIsaac filed the motion with the Minnehaha County Circuit Court to challenge the recall, arguing that petition language did not include specific factual allegations.[6] On June 15, 2023, Judge Sandra Hanson ruled that the allegation of improper use of city property was specific enough to allow the recall to move forward.[7]
