An effort in Hartford, South Dakota, to recall Mayor Bill Campbell from his position was launched in October 2015.[1] The effort did not go to a vote after the city council voted 4-3 on November 18, 2015, to reject the petition as lacking sufficient grounds under state law. Ryan Bortnem, Doyle Johnson and Bill Haugen Jr. voted for a motion to block the petition, while Scott Nelson, Mark Monahan and Brad Bjergaard voted against the motion. Johnson, the board's president, invoked South Dakota Codified Law 9-8-7 to vote a second time to break the council tie in the absence of the mayor.[2][3]

Tony Randall initiated the recall effort due to concerns over Campbell's management style. Randall cited a meeting in October 2015 when Campbell told him to sit down rather than participate in the meeting and threatened to eject meeting attendees for laughter. Recall supporters on the Growing Hartford Facebook page also cited a decision by the city council and mayor to eliminate the economic development director position in July 2015. City residents submitted petitions and approved a local measure reversing the decision in August 2015.[1]

Recall organizers had to submit valid signatures from 264 city residents to trigger a recall election. Randall submitted 314 signatures after nine days of petition gathering.
