The race for Illinois' U.S. Senate seat was one of nine competitive battleground races in 2016. U.S. Rep. Tammy Duckworth (D) defeated incumbent Mark Kirk (R)—who was seeking re-election to his second term—Kenton McMillen (L), and Scott Summers (G) in the general election on November 8, 2016.

In her victory speech, Duckworth said, “Tonight, we showed a campaign that respects voters and is focused on practical solutions rather than shopworn slogans can be successful. We showed that a relentless focus on rebuilding Illinois’ middle class and respecting hard worth rather than wealth can be successful, too.”[4]

During his concession speech, Kirk said, "What unites us as Americans is much stronger than what divides us." Kirk also invited Duckworth to have a beer with him as a peace offering. He said, “This beer summit with [sic] show kids across Illinois that opponents can peacfully [sic] bury the hatchet.”[4][5]

Numerous analysts labeled Kirk the most vulnerable GOP incumbent in 2016 due to Illinois' tendency to vote overwhelmingly for Democrats during presidential election cycles. Kirk faced significant opposition from national Democrats who targeted Illinois as an essential seat needed to regain the majority in the U.S. Senate. Democrats picked up two seats in Election Day, but they fell short of the five seats that they needed to take control of the Senate.[6]

Campaign themes

2016

The following issues were listed on Zopp's campaign website. For a full list of campaign themes, click here.

  • Women's Rights: As a working mother, Andrea believes that more needs to be done to address the challenges that still exist for women and hard-working American families. As Senator, she would be committed to addressing the various economic challenges faced by American women today.
  • Keeping Americans Healthy: Andrea believes that full implementation of the ACA, namely expansion of Medicaid in all 50 states, will truly maximize the number of Americans that have unfettered access to the health care system. She also believes that we must work diligently to address health disparities and improve access to mental health care.
  • Criminal Justice Reform: As a former federal prosecutor, Andrea is intimately familiar with the flaws of our criminal justice system. She knows that public policy around criminal justice reform should not be driven by fear, but compelled by pragmatism. As such, Andrea will advocate for the following reforms, including:
  • Safe Communities: America can strike the right balance between protecting our Second Amendment rights and maintaining public safety by promoting more responsible gun ownership and more stringent monitoring of gun trafficking. Contrary to the NRA’s own fervent rhetoric, most law-abiding gun owners want responsible gun laws – surveys have shown that 80 percent of NRA members support background checks, for example.
  • Education: In today’s global economy, a quality education is the key to success. As such, Andrea will advocate to ensure we provide every child with a complete and competitive education that will enable them to succeed. Improving educational opportunities starts from birth, as early childhood education programs have been proven to be effective in narrowing the educational achievement gap and supporting the healthy development of vulnerable children.
