City government

The city of Annapolis utilizes a council-manager system combined with a strong mayor. In this form of municipal government, the city council serves as the city's primary legislative body and the mayor serves as the city's chief executive. The mayor, however, appoints a city manager to oversee the city's day-to-day operations and execute city policies.[2]

The mayor is responsible for public information, human services, and environmental programs. The mayor also represents the city on the state, national, and international levels. The current Mayor of Annapolis is Gavin Buckley (D). Buckley assumed office in 2017.

City council

The Annapolis city council is the city's primary legislative body. It is responsible for approving and adopting the city budget, levying taxes, and making or amending city laws, policies, and ordinances.[3]

Budget

The city's budget process operates by fiscal years running from July 1 to June 30 of the next year. The city's budget is developed by the city manager and finance director. The proposed budget is then presented by the mayor to the city council during the first council meeting in April. Within the city council, the finance committee reviews the budget and submits any changes by the second Monday in May. The council may amend the budget based on these recommendations but must adopt a finalized budget no later than June 30.[4]
