Anna J. Brown is a senior federal judge on the United States District Court for the District of Oregon. She joined the court in 1999 after being nominated by President Bill Clinton.

Early life and education

A native of Portland, Oregon, Brown graduated from Portland State University with her bachelor's degree in 1975 and from Lewis and Clark College's Northwestern School of Law with her J.D. in 1980.[1]

Brown was nominated by President Bill Clinton on April 22, 1999, to a seat on the United States District Court for the District of Oregon vacated by Helen Frye. The American Bar Association rated Brown Unanimously Qualified for the nomination. Hearings on Brown's nomination were held before the Senate Judiciary Committee on September 14, 1999, and her nomination was reported by U.S. Sen. Orrin Hatch (R-Utah) on October 7, 1999. Brown was confirmed on a voice vote of the U.S. Senate on October 15, 1999, and she received her commission on October 26, 1999. Brown elected to take senior status beginning on July 27, 2017.[1][2][3]

Federal judges says no-fly list is unconstitutional (2014)

Thirteen American citizens who also happen to be Muslim sued the federal government after they were placed on the government's no-fly list, preventing them from traveling by plane.

Judge Anna Brown ruled on June 24, 2014, that rules regarding the no-fly list were unconstitutional. She stated that citizens must be informed why they are being placed on the list and then be given the opportunity to submit evidence that contradicts the government’s reasoning. According to Judge Brown, this is the only way to protect due process rights of individuals.

The government has argued in the past that there is no right to air travel as long as there are other modes available. Prior to this ruling, for example, the government could place a person on the no-fly list on the basis of the government's reasonable suspicion the person had links to terrorism.

As of the time of Judge Brown’s ruling, there were 20,000 names on the no-fly list, 500 of whom were American citizens.
