Kittila was born in Seaford, Delaware, and graduated from Seaford High School. He earned a bachelor's degree from the University of Delaware and a law degree from the University of Minnesota School of Law. His academic background also includes a year studying in Frankfurt, Germany as a Fullbright Scholar.[2] His career experience includes working as an attorney.[3][1]

Matthew Denn (D), Ted Kittila (R), Catherine Damavandi (G) and David Graham (I) discussed the state's heroin problem and their proposals for strengthening the office during a debate at Widener University Law School. Kittila and Damavandi agreed that the attorney general's office should target high-level dealers in the state to deal with the drug's growing use. Graham brought up a family member struggling with heroin addiction when bringing up the need for rehabilitation programs. Denn also argued on behalf of treatment programs that could stem the supply side of the problem.[4]

The candidates were asked to assign themes to their campaigns or potential administrations during the debate. Denn spoke about the need to improve the efficiency of the office while focusing on violent crimes. Kittila suggested that the office needed to reclaim its role atop the state's legal system. Damavandi stated that her administration would be focused on equal justice for every resident and Graham suggested that leadership and management would be necessary to continue the office's work.[4]

I am a candidate for the Delaware State Senate. I am a product of the Delaware public school system, from Kindergarten through the University of Delaware. I have been a member of the Delaware bar for over 20 years, and I am a founding partner of a law firm based in Delaware with six offices through the U.S. Over the last two decades, I have represented a wide variety of clients, with the goal of helping people navigate the legal system. As a State Senator, I pledge to be responsive to the the needs of the people of the State of Delaware by returning phone calls, answering emails, and most importantly, listening.
  • Our Children deserve a world-class education.
  • Our Neighbors deserve strong communities.
  • Our Citizens deserve a real change.
My main area of concern is our school system. Currently, 70% of Delaware's students are not testing at grade level in math, and 58% are not testing at grade level in language arts. While this is a trend that preceded COVID, the pandemic made it worse. I want accountability and transparency with respect to how schools are spending resources. COVID funds -- which should go to teaching -- are actually not being used this way. Instead, it is being spent on infrastructure. We can do so much better. Additionally, even though the State of Delaware has had $2.9 billion in surpluses over the past two years, the decision was made to not fully fund mental health support in schools for High Schools and Charter Schools. This needs to change.

Return to Basics - With violent crime, sexual and child predators, and drug trafficking remaining in the forefront of our concerns, we need an Attorney General focused on the practice of law in the office, not simply placing the office on "autopilot." I will be rolling up my sleeves to work day to day along-side my colleagues in the Attorney General's office to target crime, work with police, and protect our families.

Safety and Prosperity Go Hand in Hand - The People of Delaware are also deeply concerned about jobs and the economy. We need an Attorney General who understands that a strong economy is only possible if Delaware remains a safe place to live and work. It is my goal as Attorney General to be an advocate for the citizens of all three counties to ensure Delaware's return to prosperity.

Demand Fair Play - Recent allegations of various state agency malfeasance are not the Delaware way. The People of Delaware deserve better. I will fight to make sure that standards of fair play are the norm, and call to accountability those who breach our trust. [5]
