Troy Clair was the state director in North Carolina for Hillary Clinton's 2016 presidential campaign, and he has close ties with the Congressional Black Caucus Foundation.[1]

    Troy Clair attended Duke University, where he worked briefly as a White House intern in the press office and was an active presence in the Black Student Alliance. After graduating in 2003, he began working in politics as an internship program manager at the Congressional Black Caucus Foundation.[2] During the 2004 election cycle, Clair worked as a regional field organizer for John Kerry's (D) presidential campaign in the state of Florida. After leaving the CBC Foundation, Clair spent time working for 21st Century Democrats, U.S. Rep. Steny Hoyer (D-Md.), and the Treasury Department. [3]

    Congressional Black Caucus

    Beginning in 2012, Clair worked as the chief of staff for U.S. Rep. G.K. Butterfield (D-N.C.), chair of the Congressional Black Caucus (CBC). Upon hiring Clair, Butterfield said, "Troy brings a blend of government, political, and non-profit experience that will prove beneficial to seamlessly integrate and enhance my outstanding team. I am confident he will excel in helping to serve the needs of North Carolina’s First Congressional District."[4] During his time with Butterfield, Clair "was instrumental in helping Butterfield as the face of the CBC," according to Buzzfeed.[1]

    Clair was named the Clinton campaign's state director for North Carolina in May 2016; the initial report of the hire by Buzzfeed indicated that Clair would return to Butterfield's congressional office after the election.[1] In an interview with the Duke Chronicle, Clair explained the Clinton campaign's strategy in North Carolina, saying, "I think that North Carolinians are looking for a new direction with what’s going on with the Republican leadership in state. Secretary Clinton has the kind of vision that folks in North Carolina would be attracted to. ... I am working on behalf of Secretary Clinton and trying to organize folks in the state around the common vision of making sure that the economy works for everyone, that people have the opportunity to succeed and to really make a better life for themselves."[5]
