Two seats on the Tolleson Union High School District Governing Board would have been up for general election on November 4, 2014, but the election was canceled due to a lack of contested races. The 2012 election for the district was also canceled.
Corina C. Madruga and Devin Del Palacio ran unopposed for the open at-large seats. Incumbents Terri Hackett and Sue Sornsin did not file to run for re-election. Their terms ended on December 31, 2014.[1] The Maricopa County Education Service Agency recommended that the election be canceled and that the unopposed candidates be appointed to the governing board by the Maricopa County Board of Supervisors.[2] The board of supervisors elected to do so at their September 10, 2014, meeting.[3]
About the district
Tolleson Union High School District is located in the city of Tolleson, which lies in central Arizona in Maricopa County. Phoenix is the county seat and the state capital. In 2013, Maricopa County was home to 4,009,412 residents according to United States Census Bureau estimates. In the 2011-2012 school year, Tolleson Union High School District was the 28th-largest school district in Arizona and served 9,766 students.[4]
Demographics
Maricopa County overperformed compared to the rest of Arizona in terms of higher education achievement in 2012. The United States Census Bureau found that 29.5 percent of Maricopa County residents aged 25 years and older had attained a bachelor's degree compared to 26.6 percent in Arizona. The median household income for the county was $54,385 compared to $50,256 statewide. The poverty rate in Maricopa County was 15.8 percent compared to 17.2 percent statewide.[4]

Voter and candidate information
The Tolleson Union High School District Governing Board is composed of five at-large, nonpartisan members who are elected to four-year terms. There was no primary election, and the general election, which was scheduled for November 4, 2014, was canceled due to a lack of contested races. The unopposed candidates were appointed by the Maricopa County Board of Supervisors. According to Arizona Revised Statute § 15-424(D), elections can be canceled for governing board positions in which only one person files a nomination petition or as a write-in candidate.[3] The terms of the newly and re-appointed members began on January 1, 2015.[7][8]
Candidates were required to submit nominating petitions signed by qualified electors totaling 0.5 percent of the total voter registration in the school district to the county school superintendent between July 7, 2014, and August 6, 2014.[7] For the 2014 general election, the number of required signatures was 28.[9]

This election was canceled by the Maricopa County Board of Supervisors on September 10, 2014. They appointed Madruga and Palacio to the board on the same day.[3]

Candidates received a total of $2,905.62 and spent a total of $650.84 during the election, according to the Maricopa County Recorder's office.[10]
