Todd P'Pool
Jeffrey Todd P'Pool was the Republican candidate for Attorney General of Kentucky in the 2011 election. P'Pool announced his candidacy on December 14, 2010, claiming that he would challenge incumbent Democrat Jack Conway due to Conway's lack of support towards Kentucky's coal industry. P'Pool was also unhappy with Conway's decision to not join other state attorneys general in challenging President Barack Obama's healthcare reform law.
P'Pool was unopposed in the Republican primary but lost to Conway in the general election on November 8, 2011.[1]
Biography
P'Pool served as Hopkins County Attorney from 2006 to 2015. He claimed to be the first Republican elected to a countywide office since the Civil War. He is also a partner at P'Pool, Oglesby and Riddle, PLLC, a Madisonville, KY personal injury law firm.[2] Additionally, P'Pool supervises Commonwealth Recovery Resources, LLC, a legal collection firm, and Commonwealth Land and Title, LLC.[3] He previously clerked at the firm of Boehl, Stopher and Graves and held a legal internship with the Fayette County Attorney in Lexington, KY.
In his spare time, P'Pool serves as President of Western Kentucky Teen Challenge, Inc., a nonprofit that provides Christian ministry and life counseling services to people suffering from substance abuse.[4] He also has a plethora of experience with political campaigns, having served as campaign manager for two state house campaigns in the 1990s and as field operator for Fletcher for Congress in 1996 and Forgy for Governor in 1995.
P'Pool holds an A.S. from Madisonville Community College, a B.B.A. in finance and a J.D., both from the University of Kentucky. He and his wife, Shannon, reside in Madisonville with their three children.
Issues
Support for coal industry
P'Pool made support for the Kentucky coal industry a centerpiece of his campaign. He released a web-only video suggesting Jack Conway supported a federal bill while in the U.S. House that would implement a "cap and trade" system to limit carbon emissions, including from coal-fired power plants. Conway repeatedly denied he supported the legislation.[5] P'Pool drew attention to his family's coal mining roots on the campaign trail and criticized Conway for being "hostile to coal and support[ing] more regulations."[6] He also took aim at the federal Environmental Protection Agency, claiming it "is out of control when it comes to our coal industry. I look forward to serving as ... a fire wall between the EPA and government and regulations that kill our jobs."[6]
Opposition to "Obamacare"
P'Pool identified his distaste for the Patient Protection and Affordable Care Act (PPACA), or "Obamacare," as a primary element of his platform.[1] P'Pool believed PPACA is an unconstitutional overreach of the federal government's authority.[1] He announced that he would join the multi-state litigation against the law "the very first month [he's] in office."[6] He also criticized incumbent Conway for failing to act against it, claiming that he was "very concerned that Jack Conway is absent in the fight against Obama Care."[1]
Drug policy
P'Pool stated that he wanted to "lead the discussion on the drug epidemic in Kentucky" as attorney general.[6] He pointed to his experience as President of Western Kentucky Teen Challenge, Inc., a 60-bed drug treatment and ministry center in Dixon, KY, as evidence he has experience with drug treatment. P'Pool claimed he would make addressing drugs his "number one priority" if elected."[7] However, P'Pool suggested government involvement may not be the key to reducing drug abuse, claiming that "government can change laws but only God can change a man's heart, to change their life, to live free from addiction."[6]
