Three seats on the Pendergast Elementary School District Governing Board would have been up for general election on November 4, 2014, but the election for a two-year term was canceled due to a lack of opposition. The remaining two seat were four-year terms up for general election on November 4, 2014.
At-large incumbents Martin J. Quezada and Susan Serin defeated write-in challengers Consuelo Aduana Pambid-Stout and Edgar G. Hernandez-Galaviz in the race for the four-year terms.[1]
The two-year term seat was open because of a vacancy on the board that was filled by Jose Arenas in April 2013. Because the vacancy was for a seat with more than two years left on its unexpired term, the seat had to be filled by an elected member at this general election. Arenas ran unopposed to fulfill the remainder of this unexpired term. The Maricopa County Education Service Agency recommended that the election be canceled and that Arenas be appointed to retain their seats on the governing board by the Maricopa County Board of Supervisors.[2] The board of supervisors elected to do so at their September 10, 2014, meeting.[3]
About the district
Pendergast Elementary School District is located in southwestern Arizona in Maricopa County. Phoenix is the county seat and the state capital. In 2013, Maricopa County was home to 4,009,412 residents according to United States Census Bureau estimates. In the 2011-2012 school year, Pendergast Elementary School District was the 27th-largest school district in Arizona and served 9,771 students.[4]
Demographics
Maricopa County slightly overperformed compared to the rest of Arizona in terms of higher education achievement in 2012. The United States Census Bureau found that 29.5 percent of Maricopa County residents aged 25 years and older had attained a bachelor's degree compared to 26.6 percent in Arizona. The median household income for the county was $54,385 compared to $50,256 statewide. The poverty rate in Maricopa County was 15.8 percent compared to 17.2 percent statewide.[4]

Voter and candidate information
The Pendergast Governing Board is composed of five at-large, nonpartisan members who are elected to four-year terms. There was no primary election, and the general election was November 4, 2014. Arizona law required an automatic recount in the case of a tie. If a tie held, the winner would have been chosen by drawing lots in the presence of the candidates. There were no runoff elections. Members-elect assumed their board memberships on January 1, 2015.[7]
The unopposed candidate for the two-year term was appointed by the Maricopa County Board of Supervisors. According to Arizona Revised Statute § 15-424(D), elections can be canceled for governing board positions in which only one person files a nomination petition or as a write-in candidate.[3]
Candidates were required to submit nominating petitions signed by qualified electors totaling 0.5 percent of the total voter registration in the school district to the county school superintendent between July 7, 2014, and August 6, 2014.[7] For the 2014 general election, the number of required signatures was 145.[8]
Voters were required to register by October 6, 2014, in order to vote in the general election. Early voting began October 9, 2014.[9]

Two-year term
The election for the two-year term was canceled as Arenas ran unopposed. He was appointed to the term by the Maricopa County Board of Supervisors on September 10, 2014.[3]
Endorsements
None of the candidates received any official endorsements.
Campaign finance
Candidates received a total of $410.00 and spent a total of $45.88 as of September 16, 2014, according to the Maricopa County Recorder's office. Quezada was the only candidate to report any contributions or expenditures at that time.[10]
