An effort to recall Maria Gutzeit and Dan Mortensen from their positions on the Newhall County Water District (NCWD) board in California was launched in December 2016. Joan Dunn served the notice of intent to recall to Gutzeit and Mortensen on December 8, 2016.[1] The recall did not go to a vote because signatures were not turned in by the deadline of July 5, 2017.[2]

Dunn sought the recall due to discontent over the plan to merge the NCWD with the Castaic Lake Water Agency (CLWA). Dunn ran for CLWA in the previous election on a "no water monopoly" platform. "We’re being railroaded into this merger," said Dunn. She said that Gutzeit and Mortensen were part of the four-member ad hoc committee that agreed to the merger, and that the committee violated the Brown Act, a 1953 state law that prevents local legislative bodies from meeting privately.[3]

Gutzeit said the meetings about the merger were "properly conducted by state law," and that the plan had been public for nearly 12 months. "This characterization [about these] backroom discussions is really unfair," said Mortensen. Mortensen also said that he believed Dunn was a front for Lynne Plambeck, the only member of the board that voted against the merger.[3]

Recall proponents needed to collect 5,713 valid signatures in order to get the recall on the ballot.[3] The deadline to turn in the signatures was July 5, 2017, and no signatures were turned in by that date.[2]
