The Mississippi School Boards Association (MSBA) is a 501(c)(3) nonprofit organization representing school boards in Mississippi. The organization describes itself as "a professional, nonprofit organization with a mission to ensure quality school board performance through advocacy, leadership training, technical assistance, and information dissemination."[1]

Background

The MSBA was incorporated in 1952 and "has actively served the state’s public school boards of education since 1971." The organization represents all publicly elected and appointed school boards in the state, advocating at the state and federal level for policies it says will help school boards and providing leadership training for board members. The MSBA is governed by a 20-member board made up of school board members from each of the state's congressional districts.[1] As of September 2025, the organization described its mission as "to ensure quality school board performance through advocacy, technical assistance, leadership training, and information dissemination."[2]

Lobbying efforts

As of September 2025, the MSBA had a lobbyist registered with the Secretary of State.[5]

The MSBA's policy priorities for 2025 were:[6]

SUPPORT:

  1. Legislation allowing for salary supplements for experienced teachers willing to relocate to F-rated school districts.
  2. Legislation that would eliminate the requirement of passing an end-of-course test to graduate.
  3. Legislation that would shift the control of student attendance officers from the Mississippi Department of Education to local school districts.

OPPOSE:

  1. Legislation allowing public funds to be diverted from public schools to nonpublic, home, or virtual schools by means of vouchers, tuition tax credits, or scholarships.
  2. Legislation that would allow open enrollment for students to attend the school of their choice regardless of residency.
  3. Legislation requiring all school board members to be elected at the same time.
  4. Legislation restricting local control of school boards.
  5. Legislation allowing public charter schools in districts with successful accountability ratings of A, B, or C.
  6. Legislation that would provide financial incentives to consolidate schools.[7]

Affiliations

The MSBA announced in November 2021 that it would leave the National School Boards Association, effective June 30, 2022.[8]
