2013 elections
Special elections
There were several special elections scheduled for the state of Missouri in 2013.
Elections by type
Congressional
U.S. House of Representatives
The 8th Congressional District of Missouri held a special election for the U.S. House of Representatives on June 4, 2013, which Jason T. Smith won.[1] There were no special primary elections. Instead, the Democratic and Republican Party Committees chose nominees.[2] Candidates nominated by the political parties had until March 30, 2013, to file their candidacy with the secretary of state.[3] The election was held to fill the vacancy left by the resignation of Representative Jo Ann Emerson (R). Emerson officially resigned on January 22, 2013.[2]

State House
State House District 76
- Chris Carter (D) resigned his seat in the Missouri House of Representatives after he was elected to succeed his uncle on the St. Louis board of aldermen. A special election to fill the vacancy was held on April 2, which Joshua Peters won.[4][5][6]
State House District 157
- Don Ruzicka (R) resigned his seat in the Missouri House of Representatives after he was appointed to the Board of Probation and Parole by Gov. Jay Nixon. A special election to fill the vacancy was held on April 2, which Mike Moon won.[4][7][8]

- Missouri uses an open primary system, meaning voters are not required to declare a party preference when registering to vote.
- Missouri does not permit online voter registration.

Missouri allows early in-person voting, but only for those who will not be in their home counties on Election Day.[9]
Elections Performance Index
Missouri ranked 17th out of the 50 states and District of Columbia in the Pew Charitable Trusts' Elections Performance Index (EPI), based on the 2012 elections. The EPI examined election administration performance and assigned an average percentage score based on 17 indicators of election performance. These indicators were chosen in order to determine both the convenience and integrity of these three phases of an election: registration, voting and counting. Missouri received an overall score of 68 percent.[10]
