The Minnesota School Boards Association (MSBA) is an organization of school boards in Minnesota. The organization's website says, "As a leading advocate for public education, we support, promote, and strengthen the work of Minnesota school boards."[1]
Background
The Minnesota School Boards Association was founded in 1920. The association's website says, "As a leading advocate for public education, we support, promote, and strengthen the work of Minnesota school boards. ... MSBA provides workshops, resources, services, and connections designed to help boards save time, reduce expenses, govern efficiently, and stay inspired."[2] According to a 2025 letter, their mission is to support "and empowers Minnesota public school boards through policy, advocacy, and board development which positively impacts student success."[3]
The MSBA board of directors terminated the association's membership in the National School Boards Association in a decision announced on January 4, 2022.[4][5][6]

Policy manual
As of July 2025, MSBA's website says the following:[8]
“ | MSBA Policy Services gives school districts and charter schools access to the MSBA/MASA Model Policy Manual, a comprehensive legal guide to be used in the efficient management of all aspects of the school system.
The MSBA/MASA Policy Manual is a joint product of the Minnesota School Boards Association and the Minnesota Association of School Administrators. Model policies are carefully examined by the Ratwik, Rozak, and Maloney law firm to insure compliance with federal and Minnesota laws. Most school districts and charter schools do not have the time and personnel to develop a comprehensive policy manual that includes policies, administrative regulations, and forms organized into helpful categories. In addition, school districts and charter schools would require substantial legal assistance to develop policies on their own. A Model Policy Manual subscription is much more cost effective for school districts and charter schools than policies developed and revised by their own legal counsel. For these and other reasons, more than 370 MSBA members subscribe to the MSBA/MASA Model Policy Manual.[9] |
