The Maine Required State Funding for Municipal Mandates Referendum, also known as Question 9, was on the November 3, 1992 ballot in Maine as a legislatively referred constitutional amendment, where it was approved.[1] The measure required the state to fund any mandates it imposed upon municipalities by statute, by executive order or by rule. This amended Section 21 of Article IX of the Maine Constitution.[2][3]
