Waters' website highlighted the following campaign themes:[5]
Senior citizens
- Excerpt: "Detroiters need elected officials who will work to improve the lives of Detroit Senior Citizens and fight for protections to safeguard them from becoming victims of crime and abuse. As your councilmember I will work to create an Office of Senior Citizen Liaison to address concerns and issues germane to Detroit Seniors."
Quality of life
- Excerpt: "Mary is known for her passionate determination to represent the underserved and overlooked members of our community. She knows that too many Detroiters are suffering and constantly struggling to simply make it from day to day. Redlining has escalated the cost of vital services and hindered many of our citizens from being able to make ‘ends-meet’ and they certainly cannot afford a quality life-style."
Poverty
- Excerpt: "We live in a society that will always have divisions in social and economic conditions. There are many reasons for the constant expanding divide between the ‘haves’ and the ‘have-nots’, and studies have been performed and reviewed by several organizations and special interest groups in order to define the ‘problem’. Unfortunately we are still struggling with actually creating and implementing a plan that will have a significant impact on the deplorable living conditions many of our fellow citizens endure on a day-to- day basis."
