El Paso County held a general election for the District 1 and 7 seats on the El Paso Community College Board of Trustees on May 6, 2017. A runoff election was held on June 10, 2017. The filing deadline for candidates who wished to run in this election was February 17, 2017.[1]
The District 1 race advanced to a runoff when none of the general election candidates secured a majority (50 percent plus one). Incumbent John Uxer Jr., who was appointed to the seat in 2015, defeated Denise Razo in the runoff to win election to a full term. District 7 incumbent Gracie Quintanilla opted not to seek re-election in 2017. Bonnie Soria Najera defeated Joshua Carter in the general election to claim the open seat.[2]

Runoff election

In 2017, El Paso Community College was entering the first phase of a $255 million facilities master plan. The plan, which called for additions to all of the community college system's campuses, was expected to be funded largely through tuition and fee increases. However, college leadership also raised the possibility of a bond election to supply additional funding.
The El Paso Times reported that District 1 incumbent John Uxer Jr. supported the potential bond while his runoff opponent, Denise Razo, opposed it. The candidates told the Times:[3]
- John Uxer Jr.: "President (William) Serrata has been very clear that (in 2019) we would need to go out to the community and inform them of what we have and this is what we have done on our own. If I'm not mistaken, this will be only the second bond issue that has gone out for general obligation in the 50 years the community college has been in existence."
- Denise Razo: "We need to cut administrative spending, that's how we can pay for facilities."
