The Louisiana Creation of New Educational Institutions Amendment, also known as Amendment 35, was on the ballot in Louisiana on November 3, 1970, as a legislatively referred constitutional amendment. It was defeated. This measure proposed to extend the rule that no new educational institutions can be created except with a vote of at least two-thirds of both houses of the legislature to include publicly supported colleges and universities as well as trade, vocational and technical schools.[1]
