Five Republicans won state executive offices in Kentucky's November 2015 elections, giving the party greater control of state government than at any time in recent Kentucky history.

HIGHLIGHTS
  • Republicans won four seats previously held by Democrats, a significant shift.
  • Matt Bevin is only the second Republican governor of Kentucky in over 40 years.
  • Introduction

    Kentucky’s partisan balance shifted significantly after the 2015 elections. Of the seven open offices, six were held by Democrats. After the election, Democrats retained only the offices of attorney general and secretary of state.

    Democratic Attorney General Jack Conway was expected to win the gubernatorial race against Republican Matt Bevin. Bevin surprised observers by winning with a margin of almost 9 percent, making him just the second Republican since 1971 to win Kentucky’s governorship.[1]

    Jenean M. Hampton (R) was elected lieutenant governor, making her the first black person in Kentucky elected to a statewide office. Andy Beshear (D) was elected attorney general by the narrowest of margins.

    Governor/Lieutenant Governor

    Republican Matt Bevin and his running mate, Jenean M. Hampton, defeated Attorney General Jack Conway and independent Drew Curtis.[8]

    Secretary of State

    Democrat Alison Lundergan Grimes defeated Republican Stephen L. Knipper in the general election. Grimes was one of only two Democratic candidates to win in the 2015 Kentucky state executive official elections.[9]

    Republican Mike Harmon defeated incumbent Auditor Adam Edelen (D) in the general election.[10]

    Attorney General

    Democrat Andy Beshear defeated Republican opponent, Whitney Westerfield, by 0.2 percentage points. Beshear was one of two Democrats to win statewide office in the 2015 Kentucky state executive official elections.[11]

    Treasurer

    Republican Allison Ball defeated Democrat Rick Nelson in the 2015 Kentucky Treasurer election.[12]

    Agriculture Commissioner

    Incumbent Commissioner James Comer Jr. (R) chose to run for governor instead of seeking re-election. Fellow Republican Ryan Quarles defeated his Democratic opponent, Jean-Marie Lawson Spann, in the 2015 general election.[13]

    Voter registration

    Voters in Kentucky can register to vote by printing off a voter registration card and mailing the completed card to the Kentucky State Board of Elections. A voter registration card can also be obtained from a county clerk.[27]

    Applicants must identify their party registration on the card. Voters who identify as unaffiliated or as a third-party registrant can only vote in nonpartisan races during partisan primaries. Unaffiliated and third-party voters can vote for any candidate during general or special elections. Registered voters may switch party affiliation by December 31 without jeopardizing their registration for elections in the following year.[27]

    The following criteria must be met to qualify as a registered voter in Kentucky:[27]

    • U.S. citizenship
    • Resident of Kentucky
    • At least 18 years of age by the next general election
    • Do not have a felony conviction or have been granted restored rights by executive pardon
    • Have not been judged "mentally incompetent" in court
    • Do not claim the right to vote in other states

    Kentucky voted Republican in all seven presidential elections between 2000 and 2024.

    Pivot Counties (2016)

    Ballotpedia identified 206 counties that voted for Donald Trump (R) in 2016 after voting for Barack Obama (D) in 2008 and 2012. Collectively, Trump won these Pivot Counties by more than 580,000 votes. Of these 206 counties, one is located in Kentucky, accounting for 0.5 percent of the total pivot counties.[28]

    Pivot Counties (2020)

    In 2020, Ballotpedia re-examined the 206 Pivot Counties to view their voting patterns following that year's presidential election. Ballotpedia defined those won by Trump won as Retained Pivot Counties and those won by Joe Biden (D) as Boomerang Pivot Counties. Nationwide, there were 181 Retained Pivot Counties and 25 Boomerang Pivot Counties. Kentucky had one Retained Pivot County, 0.55 percent of all Retained Pivot Counties.
