Gov. Ned Lamont (D) appointed Dykes in December 2018. The Connecticut General Assembly confirmed her appointment on February 20, 2019.[1][2]

Dykes served as chair of the Connecticut Public Utilities Regulatory Authority from 2016 to 2018.[3]

Dykes previously served as a deputy general counsel for the White House Council on Environmental Quality as well as a legal advisor to the general counsel for the U.S. Department of Energy. In March 2012, she joined the Connecticut Department of Energy and Environmental Protection as the deputy commissioner for energy, where she remained until her appointment to the Connecticut Public Utilities Regulatory Authority in October 2016.[3]
