I am a parent advocate and 4th generation Chula Vistan who will bring integrity and transparency to the Chula Vista Elementary School Board.

I have a Theatre degree from UC San Diego, and got started in my costume career at the Old Globe Theatre. I worked in San Diego and then Los Angeles, where I was a costume designer for stellar dance and theatre companies, and also designed some movies nobody saw, TV shows on channels you didn't know you had, and a terrible music video for a popstar I wish wasn't still available on YouTube.

In 2013, I returned to my forever home in Chula Vista where I got involved with the PTA at my children's school. I was soon elected PTA President, where I revolutionized our PTA by making it more accessible to non-English speakers and working parents. I am now in my fourth year serving on the Chula Vista Elementary Council of PTAs, which oversees all of the PTAs in the school district.

Over the past few years, I have become more politically engaged and have been advocating for protection of arts funding. I am proud to have recently been appointed by Mayor Salas to Chula Vista's Cultural Arts Commission.

  • Transparency and good communication are so vital to strengthening the school-home partnership. Our parents, teachers, and staff need to be seen as collaborators with the District leadership, and should always be included in the conversation. I understand how to successfully reach out to parents and engage all stakeholders.
  • As an arts professional, I know firsthand how important the arts are to a child's development. Our district has a stellar Visual and Performing Arts program that is constantly on the chopping block. I will fight hard to maintain funding for this program.
  • As the daughter of a lifelong public school teacher, I understand the incredible work our teachers and staff do every day. And as a longtime PTA leader, I understand how teachers struggle to provide everything their students need to learn. I will ensure teachers and staff have the resources they need for their classrooms.
First and foremost, I am concerned about providing the best education possible to our students. California vastly underspends per student compared to most of the rest of the country. With the fifth largest economy in the world, we absolutely need to prioritize education spending in our state.

Candidate Connection

Kate Bishop completed Ballotpedia's Candidate Connection survey. The survey questions appear in bold and are followed by Bishop's responses.

What would be your top three priorities, if elected?

Giving parents and the community a voice on the Board Dealing with the bullying problem on our campuses Protecting arts funding to help social and emotional growth of students

What areas of public policy are you personally passionate about?

Education is absolutely vital. California vastly underspends per student compared to most of the rest of the country. With such a huge economy, we need to find funds to give our most valuable resource, our kids, the best chance in life with a strong education.

What characteristics or principles are most important for an elected official?

I believe that public officials need to remember that they are there to represent their constituents. As such, I believe in transparency and accessibility. I want to host monthly "office hours" so that people feel comfortable talking to me about their joys and concerns about their school without having to stand at a microphone in a crowded Board meeting.

What qualities do you possess that you believe would make you a successful officeholder?

I genuinely care about people. I've been advocating for parents for the past 5 years, first as President of the PTA at my son's school (in the district) and then as a Board member on the Council of PTAs, which represents all of the PTAs in CVESD. I'm not afraid to speak up when I need to, but I am also a good listener. So I believe I would be a strong voice on the Board.

What will you do to build a better relationship with parents in the district? What plans do you have to be inclusive of parental involvement?

In all of my experience in the district, the Board members have visited schools and spoken with principals and teachers and staff members. These are all people whose jobs depend on Board support, so their feedback is couched in trying to make the best possible impression. I would go to schools and also talk to parent groups, like PTA/PTO/PTC, School Site Council (SSC), District Advisory Council (DAC), English Learners Advisory Council (ELAC), and others. Parents can give us a deeper understanding of how a school is really doing.
