Heading into the election, Ballotpedia rated this race as safely Republican. Kentucky's 1st Congressional District seat was left open following incumbent Ed Whitfield's decision to retire. James Comer (R) defeated Sam Gaskins (D) and Terry McIntosh (Write-in) in the general election on November 8, 2016. Comer defeated Jason Batts, Miles Caughey Jr., and Michael Pape in the Republican primary. On the other side of the aisle, Sam Gaskins ran unopposed in the Democratic primary. Campaign themes

2016

The following issues were listed on Batts' campaign website. For a full list of campaign themes, click here.

  • Immigration: We are a nation of laws, which is precisely why we must preserve and impact any change to our nation’s laws through the appropriate legislative process. For too long career politicians have ignored this issue. It’s time for new leadership to tackle our problems.
  • 2nd Amendment: I will stand firm to protect our rights as outlined in the United States Constitution. We are a nation of freedoms that have been inscribed into our Constitution. As elected officials, we should always strive to ensure these freedoms are protected.
  • Family Values: As your Representative, I will always work tirelessly to examine the impact of any legislation on individuals and families. While values may differ from individual to individual, our commitment to protecting those values and ensuring they receive a voice in government should be a goal of all elected officials.
  • Natural Resources: It is time to elect leaders who do not believe the decline of our energy sector is inevitable. Kentucky is a vital contributor to our nation’s energy needs and should be better represented in Washington by those who are not career politicians.
  • Education: Schools should be managed by the local educators who live and work in the communities they serve. School systems are constantly forced to adapt to changing rules implemented by Washington. It is time to give local educators and administrators a greater voice in rules impacting them.
