Eligibility to Vote
Primary election

Iowa was one of 21 states to use a strictly closed primary system. While Iowa had closed caucuses, voters could change registration at polls. Voters were required to register to vote in the primary by May 26, 2012 , which was 10 days before the primary took place.[1] Voters also had the opportunity to register at the polls on Election Day.[2] (Information about registering to vote)
General election

The deadline to register to vote was 10 days prior to the election day, which in 2012 was October 27.[3]

Voting absentee

All voters are eligible to vote absentee/by-mail in Iowa. There are no special eligibility requirements for voting absentee. To vote absentee/by-mail, a request application must be received by the county auditor between 70 days before the election and 5 p.m. on the 15th day prior to the election. Voters must include one of the following: Iowa driver's license or non-operator ID number, voter ID/verification number, or the four-digit PIN from their voter ID card. Returned absentee ballots must be received by the time polls close on Election Day in order to be counted.[6]
Voting early

Iowa is one of 34 states that has permits voting with no specific restrictions as to who can vote early. Early voting begins as soon as ballots are made available and ends on the day prior to Election Day.[7]
