The Health, Welfare and Institutions Committee is a standing committee of the Virginia House of Delegates.

Per the House Rules, committees of the Virginia House of Delegates are assigned by the Speaker of the House. The Speaker also appoints each committee chair and vice-chair. No member may serve as chair or vice-chair on more than one committee except for the Speaker, who automatically serves as the House Rules Committee chair. Each committee is apportioned based on the proportion of majority and minority party members in the House.[1][2] A majority of appointed members constitutes a quorum.[3]
