The Georgia Municipal Water and Sewer Systems Amendment, also known as Amendment 27, was on the ballot in Georgia on November 7, 1978, as a legislatively referred constitutional amendment. It was defeated. The measure would have created unified municipal/county water and sewer systems in counties with populations of 600,000 or more.[1]

Text of measure
The question on the ballot:
Shall the Constitution be amended so as to authorize the General Assembly to create a unified municipal/county water and sewer system between any county having a population of 600,000 or more according to the United States Decennial Census of 1970 or any future such census, and the largest municipality lying wholly or partially therein?[1][2] |
