Fran McLaughlin is the director of administrative support services at the Milwaukee County Sheriff’s Department. Prior to holding this position, she was the public information officer for the department. McLaughlin also spent over six years as the director of communications at the Milwaukee County Executive's Office under Scott Walker (R). McLaughlin graduated with a B.A. in journalism and communications from Marquette University in 1982.[1][2]

Two John Doe investigations, beginning in 2010 and ending in 2015, were launched by Milwaukee County District Attorney John Chisholm (D) into the activities of staff and associates of Gov. Scott Walker (R).[3] McLaughlin was employed by Milwaukee County when the first of the John Doe investigations related to Scott Walker began. In May of 2012, it was reported that McLaughlin had received immunity in the investigation after invoking her Fifth Amendment rights. McLaughlin’s private emails were subpoenaed as part of the initial phase of the investigation.[4][5]
