District of Columbia Office of Policy Analysis
The District of Columbia Office of Policy Analysis was a nonpartisan legislative service agency dedicated to serving members of the Washington, D.C. Council. It was replaced in function by the Office of Policy and Legislative Affairs.[1]
Mission statement
The established mission of OPA was to provide comprehensive, nonpartisan, and objective research and analysis on defined legislative/policy issues to members of the Council, as requested.[2]
Governance
The Office of Policy Analysis was governed by a twelve person Advisory Council. Members were appointed by the Director of the Office of Policy Analysis via a recommendation to the Chairman of the council who approved the appointment. Members that were appointed came from people who work in political organizations dealing with policy analysis. All members served two-year terms and could be re-appointed.[3]

Committee staff
The Office of Policy Analysis served as a liaison for standing committees in the Washington, D.C. Council.[4]
Research services
The Office of Policy Analysis conducted all legislative research requests, including both fiscal and general research requests. The staff was not limited in how they could deliver research requests to legislators like other states focus their agencies on certain disciplines.[5]
