Seven seats on the Charles County Board of Education were up for general election on November 4, 2014. There was a primary election on July 24, 2014, to narrow the 20-candidate field down to 14 candidates. The top 14 candidates in the primary included incumbents Jennifer S. Abell and Michael Lukas and challengers Mark Crawford, Lorina Harris, Jason Henry Sr., Victoria Talley Kelly, Karla M. Kornegay, Margaret T. Marshall, Virginia McGraw, Barbara Palko, Melissa Pascarella, Robert Michael Pitts, Michael A. Wilson and Stephen Ziegler. Board members Roberta S. Wise, Maura H. Cook, Patricia Bowie, Pamela Pedersen and Donald Wade did not file for re-election.

Incumbents Jennifer S. Abell and Michael Lukas, along with newcomers Victoria Talley Kelly, Virginia McGraw, Barbara Palko, Mark Crawford and Margaret T. Marshall, won the general election.

Charles County Public Schools is based in La Plata, the county seat of Charles County, Maryland. According to the United States Census Bureau, Charles County is home to 152,864 residents.[1] Charles County Public Schools was the 10th-largest school district in Maryland, serving 26,778 students during the 2011-2012 school year.[2]

Demographics

Charles County underperformed in comparison to the rest of Maryland in terms of higher education achievement in 2012. The United States Census Bureau found that 26.6 percent of Charles County residents aged 25 years and older had attained a bachelor's degree compared to 36.3 percent for Maryland as a whole. The median household income in Charles County was $93,063 compared to $72,999 for the state of Maryland. The poverty rate in Charles County was 6.7 percent compared to 9.4 percent for the entire state.[1]

Voter and candidate information

The Charles County Board of Education consists of seven members elected at-large to concurrent four-year terms. There was a primary election on June 24, 2014, and a general election took place on November 4, 2014.

Board candidates submitted their statements of organization and certificates of candidacy with the county elections office by February 25, 2014. Each candidate was also required to submit a filing fee of $25 to the county. State law required candidates to be registered voters and residents of the district.[4]

County residents had to register to vote for the primary election by June 3, 2014. The county offered early voting in the primary from June 12, 2014, to June 19, 2014. The deadline to register to vote in the general election was October 14, 2014. Early voting for the general election took place from October 23, 2014, to October 30, 2014.[5]

Endorsements

The Education Association of Charles County endorsed Jennifer S. Abell, Victoria Talley Kelly, Michael Lukas, Margaret T. Marshall, Virginia McGraw, Barbara Palko and Robert Michael Pitts for the June 24, 2014, primary election.[6] Victoria Talley Kelly, Virginia McGraw, Michael Lukas and Barbara Palko were endorsed by Parents Choice of Maryland.[7]

Campaign finance

Candidates received a total of $9,438.55 and reported $8,100.95 in expenditures, according to reports available from the Maryland State Board of Elections on October 20, 2014. State law allows candidates to file Affidavits of Limited Contributions and Expenditures (ALCE) if their campaigns did not accept $1,000 in contributions or spend $1,000 in a particular reporting period. Twelve candidates filed ALCEs prior to the primary including incumbent Jennifer S. Abell.[8] The following amounts do not include in-kind contributions. The "Cash on hand" column calculations include existing account balances from previous campaigns when applicable.

Additional elections on the ballot

The school board election shared the ballot with county, state and federal elections on November 4, 2014. Residents of Charles County voted in races for county commission, sheriff and state's attorney. The general election ballot included candidates for governor, attorney general and other state executive offices. Voters also chose candidates for state legislative seats and U.S. House seats on November 4, 2014.[9]
