The California $15 Billion Education Bond Measure was not on the ballot in California as a legislatively referred bond question in 2022.
The ballot measure would have issued $15 billion in general obligation bonds for K-12, community college, and state university and college facilities.[1]

Section 1 of Article XVI of the California Constitution requires that general obligation bond issues of $300,000 or more be referred to voters for approval or rejection. The California State Legislature is required to pass bond acts by a two-thirds vote of all the members in both legislative chambers. The governor must also sign the bond act.
The bond act was introduced into the legislature as Senate Bill 22 (SB 22) on December 7, 2020. On June 3, 2021, the California State Senate voted 31-5 to pass the bond issue. The bond measure did not receive a vote before the June 30, 2022, deadline.[1]
