An effort to recall all members of the Custer County Commission in ColoradoBob Kattnig, Donna Hood, and Jay Printz—was launched in July 2017. In the election on November 7, 2017, the recalls for Kattnig and Hood were approved, while the recall for Printz was defeated.[1] Ballots for this election were sent to registered voters during the week of October 16.[2]

The Take Back Custer County Recall Committee said the commissioners violated their oath of office by holding "closed door, executive sessions and/or secret meetings wherein county issues are discussed and policy decisions made, which are not accessible to the public." Commissioner Jay Printz denied the allegations, saying, "Any meeting we have had has been done as required by law with our attorney present."[3]

All three commissioners were Republicans. A recall was attempted against Bob Kattnig in 2016, but signatures for the recall were not turned in.

Recall vote

The recall occurred on November 7, 2017.[1] Five candidates filed to replace the three commissioners. Bill Canda filed to replace Kattnig; Sandra Attebery filed to replace Printz; and Kit Shy, John Johnston, and Tom Flower filed to replace Hood.[4]

Recall supporters

The Take Back Custer County Recall Committee is made up of Marjorie Ann Barthrop, Marjorie Ann Willson, and Mike Haga. In addition to the allegations of holding meetings that were not accessible to the public, the recall committee also accused the commission of "disrespect[ing] citizens and employees by harassing them with emotional outbursts of anger." The recall website also says the commissioners were usually not prepared for meetings and that the "nasty exchanges on social media between Commissioner Printz and his constituents are embarrassing, unnecessary and actually in violation of the newly adopted personnel policy/handbook approved recently by the BOCC."[3][5]

Commissioner Printz denied the accusations of the recall committee and said they were attempting to "circumvent the will of the people and put in place candidates who lost in the last election." He said those in the recall committee were a small portion of the public who were against everything the government did and just wanted to wreak havoc in order to get their way. Printz said he did not expect the recall effort to succeed.[3]

Recall proponents had until September 7, 2017, to turn in petitions with valid signatures equalling 25 percent of votes cast in each commissioner's previous election. They needed 470 signatures for Kattnig, 582 for Printz, and 735 for Hood.[3] Signatures were turned in for all three commissioners on August 14, 2017.[6] The clerk's office certified the signatures on August 31, 2017, and the recalls were scheduled for November 7, 2017.[1]
