Colorado General Fund Appropriations Amendment did not appear on the November 2, 2010 statewide ballot in Colorado as an initiated constitutional amendment. The measure proposed granting the Colorado General Assembly the power to appropriate all general funds.
Ballot summary
The summary of the filed petition read:[1]
To ensure the state's economic prosperity and maximize its effectiveness, the General Assembly shall have the power to appropriate all general funds, above prior fiscal year general fund revenues, to state departments, agencies and programs, or for any other funding need, in its discretion, notwithstanding any previous enactment to the contrary. The will of the people of Colorado shall be affirmed through a popular vote, in keeping in compliance with the Taxpayer's Bill of Rights.

In order to qualify the proposed measure for the 2010 ballot a minimum of 76,047 valid signatures were required. The signature filing deadline for the 2010 ballot in Colorado for initiated constitutional amendments was August 2, 2010.[2] However, as of petition deadline day, no signatures were filed.
