Four of the seven seats on the Coachella Valley Unified School District board of trustees were up for by-district general election on November 8, 2016. In his bid for re-election to Trustee Area 1, incumbent Manuel Jarvis-Martinez faced challengers Yolanda Castro, David Perezchica, and Roel (Rollie) Sanchez, and Castro was elected to the seat. Trustee Area 2 incumbent Joe Sanchez Murillo Jr. did not file to run for re-election, leaving the seat open for a newcomer. Candidate Jesus Gonzalez ran unopposed and won that seat by default. Trustee Area 3 incumbent Lowell Kamper ran against challengers Frank Becerra and Darlene Berber-Felton and was defeated by Becerra. The Trustee Area 4 race featured incumbent Maria Machuca and challenger Adrian Rodriguez. Machuca won re-election to the board.[1][2]

The Coachella Valley Unified board of trustees consists of seven members elected to four-year terms. Elections are held by district on a staggered basis every November of even-numbered years. Three seats were up for election on November 4, 2014, and four seats were up for election on November 8, 2016. There was no primary election.[3]

To get on the ballot, school board candidates had to register with the county elections office by August 12, 2016. If incumbents did not file by that deadline, the filing deadline was extended for non-incumbent candidates until August 17, 2016. In order to qualify as candidates, they had to be at least 18 years old, citizens of California, residents of the school district, registered voters, and "not legally disqualified from holding civil office," according to the bylaws of the Coachella Valley Unified board of trustees. Once they took office, school board members could not be employed by the school district.[4][5]

To vote in this election, residents of the school district had to register by October 24, 2016.[6] Photo identification was not required to vote in this election.[7]

Endorsements

The community organization Evolve endorsed Trustee Area 1 incumbent Manuel Jarvis-Martinez and Trustee Area 4 incumbent Maria Machuca.[11] Machuca was also endorsed by the Riverside County Democratic Party, the Central Labor Council AFL-CIO of San Bernardino and Riverside counties, and by state Assemblyman Eduardo Garcia (D-56).[12][13][14]

The Coachella Valley Teachers Association endorsed Trustee Area 1 challenger Yolanda Castro and Trustee Area 3 challenger Darlene Berber-Felton.[15]

Candidates in this race were required to file two pre-election reports. The first was due on September 29, 2016, and the second was due on October 27, 2016. If candidates received more than $1,000 from a single source between August 10, 2016, and November 8, 2016, they had to file a campaign finance report within 24 hours of receiving the contribution.[10]

Candidates who did not raise or spend more than $2,000 on their campaigns had to file an exemption form by September 29, 2016. They did not have to file additional campaign finance reports.[10]

Candidates who had a remaining balance from previous campaigns or who had raised or spent money on their campaigns prior to the candidate filing deadline had to file a semi-annual campaign finance report by August 1, 2016. The next semi-annual campaign finance report was due January 31, 2017.[10]

The three incumbents who ran for re-election on November 8, 2016, were targeted for recall in November 2015. The group "Our Coachella Valley Our Kids" targeted Board President Maria Machuca, Board Vice President Lowell Kamper, and board member Manuel Jarvis-Martinez for recall. They cited poor test scores and a multi-million dollar District Community Education Support Complex the district was in the process of building as reasons for the recall effort. Our Coachella Valley Our Kids ultimately dropped the effort against the three board members in February 2016, one week before their petitions would have been due. The supporters of the recall said they could not accuse the board of misusing funds if they required the district to spend between $40,000 and $50,000 on a recall election.[21][22]

Both Kamper and Machuca spoke against the recall effort due the cost the district would have had to cover. They both highlighted the fact that their terms would be up for regular election a few months after the earliest a recall election could be held.[23] Machuca also spoke in favor of the new District Community Education Support Complex. "We've been in temporary structures since the district became unified over 40 years ago. That was a need we saw to have a structure that our employees can be proud of that is also a safe environment," she said.[21]

Jarvis-Martinez, Kamper, and Machuca were previously targeted for recall in 2013 for being "financially irresponsible." The recall attempt failed to gather enough signatures to go to the ballot.[24]

Machuca won re-election in the general election on November 8, 2016, but both Jarvis-Martinez and Kamper were defeated by newcomers.[2]

The Coachella Valley Unified School District is located in Riverside and Imperial counties in California.

The Coachella Valley Unified School District is located in southern California in Riverside and Imperial counties.[25] The county seat of Riverside County is Riverside, and the county seat of Imperial County is El Centro. In 2015, Riverside County was home to 2,361,026 residents, and Imperial County was home to 180,191 residents, according to the United States Census Bureau.[26][27] The district was the 85th-largest school district in the state in the 2013–2014 school year and served 18,850 students.[28]

Demographics

Both Riverside County and Imperial County underperformed compared to California as a whole in terms of higher education achievement from 2010 to 2014. The United States Census Bureau found that 20.8 percent of Riverside County residents aged 25 years and older and 13.4 percent of Imperial County residents of the same age had attained a bachelor's degree, compared to 31 percent of state residents. The median household income for Riverside County was $56,592 and for Imperial County $41,772, compared to $61,489 for the entire state. The percentage of people in poverty in Riverside County was 17.1 percent. A total of 23.6 percent of people in Imperial County were in poverty, and 16.4 percent were in poverty statewide.[26][27]
