The Alabama Cotton, Textile and Apparel Techology Bonds Amendment, also known as Amendment 4, was on the November 3, 1998, election ballot in Alabama as a legislatively referred constitutional amendment. It was approved. This measure proposed a $5.7 million bond issue to support a center for cotton and cotton products technology.[1]
