Biography
Anne Carney was born in Baltimore, Maryland,[1] and lives in Cape Elizabeth, Maine. Carney earned a B.A. from Haverford College, a master's degree in theological studies from Harvard University, and a law degree from the University of Maine in 1990. Her career experience includes working as a lawyer with Norman, Hanson, & DeTroy and an in-house volunteer attorney with Pine Tree Legal Assistance.[1][2][3] She served on the board of directors of the Cape Elizabeth Land Trust.[2][3]

|I serve in the Maine House of Representatives, and am a member of the Labor and Housing Committee. My legislative priorities include environmental protection, access to health care, and workplace safety and equity.
I practiced employment, civil rights and municipal law at Norman, Hanson & DeTroy, LLC, for 17 years, representing businesses, individuals, cities and towns throughout Maine. I then served as In-House Volunteer Attorney with Pine Tree Legal Assistance for 8 years, providing free legal representation to Mainers with low or no income, on employment issues. I'm proud to have protected the rights of migrant farmworkers in a series of federal court cases, remedying the wage theft and inhumane housing conditions our clients endured. In 2016, I was honored to receive the Pine Tree Legal Assistance Award for Pro Bono Services.
I'm a passionate advocate for the environment, and served as a Director of the Cape Elizabeth Land Trust for nine years, including three as Board President. I'm a member of the Institute for Civic Leadership Omega class, where I led a project on agriculture as a unifying issue for overcoming the "Two Maines" stereotype.
My husband David Wennberg and I have three adult children. I graduated from the University of Maine School of Law, cum laude, in 1990. I received a B.A. from Haverford College, and a Masters of Theological Studies from Harvard University.
- As a lawyer and lawmaker, I have powerful tools that Maine needs as we recover from the pandemic, eradicate systemic racism, and do the hard work to mitigate climate change. I listen and understand the issues; I write legislation that is an effective resolution; and I have a record of passing bills that deliver concrete change.
- We need leaders in the Maine Senate who can overcome partisanship and divisiveness. This is a core value of my legislative service. I have strong working relationships 'across the aisle' that have enabled me to find common ground and pass bills with bipartisan support. Our new pregnant worker and oil terminal clean up laws are good examples of the importance of working together for the good of our state and our people.
- Police killings and the pandemic have exposed embedded racism in new ways. My work on Maine's health care and employment laws aims at eliminating racial and other disparities, but we have a lot more work to do. As I work on the intertwined issues of health care, climate change, economic security, and education I'll be asking myself "How does this legislation fight racism? How can I amend it to more effectively overcome the disparities in our state and country?"
I'm passionate about universal health care, education, economic security, and environmental protection.
I'm creating a path toward universal health care, starting with Maine's uninsured children. My bill to provide affordable health coverage to Maine's children fully leverages the federal CHIP program's matching funds.
I'm a strong advocate of public education. I supported a budget increasing the state share of education funding to over 50%, adding $115 million for local education, and creating a path toward a $40,000 minimum teacher salary. I co-sponsored new laws that end food shaming and ban e-cigarettes from school grounds.
As an employment attorney on the Labor committee, I'm improving equity in Maine workplaces. I introduced Maine's new law giving pregnant workers the right to workplace accommodation, and worked to pass new laws that require paid time off for employees, help new Mainers get established professionally, and give veterans time off for Veteran Administration appointments.
I'm committed to protecting Maine's environment and have two major legislative achievements. I introduced Maine's new oil terminal closure law. Passed just before the Legislature adjourned on March 17th, oil terminals must remove tanks and clean up contaminated soil when facilities are no longer used. I'm proud of my role in Maine's first-in-the-nation foam food container ban, which combined my polystyrene ban with a similar bill sponsored by a colleague.
I'll list the characteristics I've found to be most important to my legislative service:

The skills I developed in the House of Representatives are powerful tools that will benefit Senate District 29 because I know how to turn the priorities of my district into laws that accomplish real concrete change for my community and for Maine.
