One of the five seats on the York County School Division school board in Virginia was up for nonpartisan special election to a two-year term on November 7, 2017. Michael Anderson defeated Nathan Kaw-uh for the seat.[1] The special election was required due to the resignation of Cindy Kirschke, who represented District 2. She left the position in June 2017 when she moved out of the school district.[2] Appointed incumbent Talbot Vivian did not file to run for re-election, which left the seat open for a newcomer. Both Anderson and Kaw-uh applied for the vacant seat in July 2017 when Vivian was first appointed.[3][4][5]

Elections
Voter and candidate information
The York County school board consists of five members elected to four-year terms. Elections for all five seats are held every four-years in November, but special elections can be held in different years. All four seats were up for election in 2015, a special election for one seat was held in 2016, and a special election for another seat was held in 2017.[6]
To qualify as school board candidates, interested parties had to be at least 18 years old, U.S. citizens, and residents of Virginia for at least one year prior to the election. To get on the ballot, school board candidates had to file by August 18, 2017.[7][8]
To vote in this election, citizens of the school district had to register by October 16, 2017.[9] Photo identification was required to vote in Virginia.[10]

The 2017 special election for the York County school board mirrored the district's 2016 special election. Both years saw two newcomers file to run for one seat that was left open due to a vacancy on the board.
The district's 2015 general election saw incumbents run for re-election to every seat on the ballot, and they all retained their seats. A total of 40 percent of the seats on the ballot were unopposed that year.

The York County School Division is located in southeast Virginia in York County. The county seat is Yorktown. The county was home to an estimated 67,976 residents in 2016, according to estimates by the United States Census Bureau.[14] The district was the 23rd-largest school district in the state in the 2014-2015 school year and served 12,695 students.[15]
Demographics
York County outperformed Virginia as a whole in terms of higher education achievement between 2011 and 2015. The United States Census Bureau found that 42.2 percent of county residents aged 25 years and older had attained a bachelor's degree, compared to 36.3 percent of state residents. During the same time period, the median household income in York County was $81,749, compared to $65,015 for the entire state. The poverty rate in the county was 5.3 percent, while it was 11.2 percent statewide.[14]
