Nine seats on the Winston-Salem/Forsyth County Board of Education were up for general election on November 4, 2014. There was a primary election on May 6, 2014, that narrowed the field of candidates for three at-large seats, two seats in District 1 and four seats in District 2. Incumbent Elisabeth Motsinger (D) and District 1 member John M. Davenport Jr. (R) were among six candidates to run in the at-large race. At-large incumbent Jeannie Metcalf (R) ran against six other candidates in District 2. The District 1 race was decided in the May 6, 2014, Democratic primary with incumbent Vic Johnson and challenger Deanna Taylor defeating newcomers Chenita Barber Johnson and Malishai Woodbury. Johnson and Taylor appeared on the general election ballot, but there were no Republican candidates for District 1.

Motsinger, Johnson and Barr won election to the at-large seats. Johnson and Taylor were elected to the District 1 seats. Metcalf, Clark, Jones and Singletary won the District 2 seats.

Winston-Salem/Forsyth County Schools is located in Winston-Salem, the county seat of Forsyth County, North Carolina. Forsyth County is home to 361,220 residents, according to the United States Census Bureau.[1] Forsyth County Schools was the fourth-largest school district in North Carolina, serving 53,340 students during the 2011-2012 school year.[2]

Demographics

Forsyth County outperformed the rest of North Carolina in terms of higher education achievement in 2012. The United States Census Bureau found that 31.6 percent of Forsyth County residents aged 25 years and older had attained a bachelor's degree compared to 26.8 percent for North Carolina as a whole. The median household income in Forsyth County was $45,809 compared to $46,450 for the state of North Carolina. The poverty rate in Forsyth County was 17.6 percent compared to 16.8 percent for the entire state.[1]

Voter and candidate information

The Winston-Salem/Forsyth County School Board of Education consists of nine members elected to four-year terms. Three members are elected by the entire county, two members are elected to seats in District 1 and four members are elected to seats in District 2. There was a primary election on May 6, 2014, and the general election was held on November 4, 2014.

The filing deadline for board candidates in Forsyth County was February 28, 2014. Each candidate submitted a notice of candidacy and a $99 filing fee to the county elections board. Candidates were required to be registered members of a party for at least 90 days prior to filing for a party's primary election.[4]

Voters in Forsyth County were able to request absentee ballots for the primary election by April 29, 2014. The absentee ballot application deadline for the general election was October 28, 2014. The Forsyth County Board of Elections also hosted One-Stop Absentee voting for the primary election from April 24, 2014 to May 3, 2014. This initiative allowed residents to vote early at locations throughout the county prior to the election.[5]

Endorsements

General

The Winston-Salem Journal endorsed John M. Davenport Jr. (R) and Elisabeth Motsinger (D) in the at-large race and recommended either Katherine Fansler (D) or German D. Garcia (D) for the third at-large position up for election. In District 2, the paper endorsed Lori Goins Clark (R), Dana Caudill Jones (D), Laura Elliott (D) and Deanna Frazier Kaplan (D).[6]

Primary

The Winston-Salem Journal endorsed Elisabeth Motsinger, Katherine Fansler and German D. Garcia in the at-large primary. District 1 candidates Deanna Taylor and Vic Johnson received the paper's primary endorsement. Endorsement recipients in the District 2 primary include Jeannie Metcalf, Irene May, Lori Goins Clark and Dana Caudill Jones.[7]

Campaign finance

Candidates have received a total of $4,038.00 and spent a total of $792.00 as of April 29, 2014, according to the county elections office.[8]

The last campaign finance deadline prior to the election was due October 27, 2014. Contributions, loans or transfers of $1,000.00 or more between October 19, 2014, and November 4, 2014, were required to be reported within 48 hours of their receipt. The year end report for 2014 was due January 30, 2015.[9] Candidates who received less than $1,000.00 in cumulative contributions did not have to report them but were required to maintain internal records of all contributions.[10]
