The city of Washington, D.C., held a special election for city council on April 28, 2015. The filing deadline for candidates who wished to run in this election was January 28, 2015. The District 4 seat of Muriel Bowser (D) was vacant following her election as Mayor of Washington, D.C., on November 4, 2014, while the District 8 seat of longtime D.C. councilman and former mayor Marion Barry (D) was vacant following his death on November 23, 2014.[1]
A total of 30 candidates filed for the two open seats. 14 filed for Ward 4, while 16 filed for Ward 8. Two close allies of mayor Bowser won the election: Brandon Todd (D) in Ward 4 and LaRuby May (D) in Ward 8. Todd was Bowser's director of constituent services when she served on the council and May was a field director for her 2014 mayoral bid. Bowser publicly endorsed both of them.[2] Also amongst the Ward 8 candidates were Marion C. Barry (D), the son of the late Marion Barry, and Sheila Bunn (D), previously a deputy chief of staff to former D.C. mayor Vincent Gray (D)—whom Bowser defeated in the Democratic mayoral primary on April 1, 2014.[3] It was Trayon "WardEight" White (D), however, who caused the most problems for May. At the end of the night on April 28, May was up by only 152 votes. When the D.C. Board of Elections finally declared her the winner over a week later, a 1.09% margin separated her from White.[4]
Washington, D.C. last held an election for city council on November 4, 2014. Consequently, a number of the issues that shaped that election, such as public transportation, cost of living, school reform and marijuana legalization, spilled over into the 2015 special elections. You can read more about these issues here.
