An effort to recall three of the five members of the Templeton Unified School District Board of Trustees in California did not go to a vote in 2022. Recall supporters did not submit the required signatures by the deadline.[1]
The recall effort began in March 2022. Board president Nelson Yamagata, trustee Ted Dubost, and clerk Mendi Swan were each presented with a notice of intention to circulate a recall petition on March 10, 2022. The grounds for recall included the treatment of special needs and underprivileged students in the district and the board's response to the COVID-19 pandemic.[2] Ballotpedia did not identify any responses to the recall effort.
To get the recalls on the ballot, a number of signatures equal to between 10% and 30% of registered voters in the district would have had to have been collected, depending on the number of registered voters.[3]
The terms of Yamagata, Dubost, and Swan were scheduled to expire in 2024.[2]

Recall supporters
Recall supporters expressed the following grounds for recall in a letter addressed to Yamagata, Dubost, and Swan:[2]
“ | After continued failure to our students, teachers, administration, community, and lack of a moral approach, we have lost all confidence in our Board. The decisions regarding the health and safety of all students have exposed the district to considerable litigation and financial liabilities.
You have failed students with special needs and made it more difficult for students from underprivileged backgrounds to obtain a good education, further widening the inequity which exists in our society. You failed at supporting staff and sustaining a strong education-focused district. The impending pressures of controversial laws and regulations which directly affect the district require a board willing to listen to parents, students, and teachers on the effects it will have on all of them and their families. You have failed in this manner. During the recent covid-19 pandemic, you have failed to make decisions until there was another trend or a district to follow. Regardless of community input, you have failed to differentiate our small district from large districts. Your complacency and dismissiveness regarding masks for our students, even admitting the work to find science in both directions, was evident with your unwillingness to take action for the students. We need solutions. Not a complacent empirical board.[4] |

Recall supporters served Yamagata, Dubost, and Swan with notices of intent to recall at a school board meeting on March 10, 2022. The notices were filed with the San Luis Obispo County Clerk-Recorder on March 25, 2022.[5] To get the recall on the ballot, a number of signatures equal to between 10% and 30% of registered voters in the district would have had to have been collected, depending on the number of registered voters. This number "is calculated as of the time of the last report of registration by the county elections official to the Secretary of State prior to the finding by the elections official that no alterations are required in the form of the recall petition."[3]
If the signature requirements had been met, the governing body would have had to issue an order stating that a recall election would be held. A recall election would have had to have been held between 88 and 125 days after the issuance of the election order.[3]
Ballotpedia covered 35 coronavirus-related recall efforts against 94 officials in 2022, accounting for 13% of recalls that year. This is a decrease from both 2020 and 2021. COVID-related recalls accounted for 37% of all recall efforts in both 2020 and 2021. In 2020, there were 87 COVID-related recalls against 89 officials, and in 2021, there were 131 against 214 officials.
