The Sentinel Action Fund (SAF) is a super PAC founded in 2022 as an affiliate of Heritage Action for America and relaunched in 2023 as a separate Super PAC from Heritage Action for America. As of 2025, the organization’s website said it was "the only conservative super PAC with a year-round ground game committed to turning out absentee, early vote, and 'day-of' voters."[1] In 2024, the group supported four Republican U.S. Senate candidates — Sam Brown (R-Nev.), David McCormick (R-Pa.), Bernie Moreno (R-Ohio), and Tim Sheehy (R-Mont.). McCormick, Moreno, and Sheehy all won election to the Senate.[1]

Heritage Action for America Executive Director Jessica Anderson launched the Sentinel Action Fund as a partner to Heritage Action for America on April 18, 2022. In a statement, Anderson said: "Heritage Action built a network of over two million grassroots patriots across the country who work directly with their representatives and state lawmakers to turn conservative policies into law. But to preserve American greatness, new tactics are needed. That’s why Heritage Action is excited to announce the launch of the Sentinel Action Fund, a new super PAC working to elect conservative candidates nationwide."[2]

After leaving Heritage Action for America, the Washington Examiner reported Anderson would continue to lead the super PAC and relaunch the entity, which would be "completely and legally separate from the Heritage Foundation and Heritage Action."[3]

Work and activities

The Sentinel Action Fund supports Republican candidates and uses get-out-the-vote (GOTV) tools with the intent of turning out Republican-leaning voters who don't regularly vote.[4][5] The organization utilizes mail, door-knocking, phone banking, text messaging, and digital ad campaigns.[6] In 2023, Sentinel Action Fund President Jessica Anderson wrote in a Substack post, "Conservative voters need to embrace voting by every tactic and tool available, including absentee ballots, third-party ballot collection, early in-person voting, and election day turnout. Sentinel Action Fund will fully embrace every single tactic available and build the technology needed to integrate the relational organizing pioneered by [Heritage Action activists] and bring it fully into the election space."[7]

Sentinel Action Fund also launched a relational organizing campaign through the Numinar App. The campaign allowed volunteers in Pennsylvania, Ohio, and Montana to see which of their friends had not yet voted and then allowed them to send their friend a text message with information on how to request and return an absentee ballot.[8]

Senate endorsements

In 2024, Sentinel Action Fund endorsed the following candidates for U.S. Senate:[9]

McCormick, Moreno, and Sheehy all won election to the Senate.

Crypto currency

The group supports candidates who support cryptocurrency, and their website states they are "the only conservative Super PAC advancing Pro-Crypto Candidates and supporting Pro-Crypto Innovation in America."[11] The group drew support from cryptocurrency investment firms, such as Multicoin Capital.[12]

Additionally, after the U.S. House voted to reverse a law that required cryptocurrency brokers to give more information to the Internal Revenue Service, President Jessica Anderson released a statement: "Rescinding the IRS Broker Rule is a sign to job creators that the United States is open for business and innovation. Thanks to Republicans leading the most pro-crypto Congress in history, this CRA resolution passed the House and Senate quickly and now heads to President Trump’s desk."[13][14]

Affiliations and alliances

Sentinel Action Fund has a related 501(c)(4) organization, Right Vote.[15]

The group received fundraising support from Sen. Bill Hagerty (R-Tenn.). President Jessica Anderson said, "I really credit Senator Hagerty’s, leadership role in the donor community, his relationship with Trump, being able to show him the data and the messaging that he needed low-propensity voters to win and that we would be committed to turning them out. If all that hadn’t happened, I’m not sure we would be having the same conversation today."[16]
