The Rhode Island Mental Health, Retardation and Hospitals, Proposal 5 was on the ballot in Rhode Island on November 7, 1978, as a legislatively referred bond question. It was defeated. The measure authorized $11.7 million in bonds for mental health facilities and programs.[1]
