Biography
Rebecca Keltie was born in Flint, Michigan. She served in the U.S. Navy from 1988 to 2014. Keltie earned a military citation from the Community College of the Air Force. Her career experience includes working as an engineer. Keltie was also worked in information technology, project management, atmospheric science, meteorology, oceanography, and as a small business owner.[1]

- I, Rebecca Keltie, am the only well balanced, well adjusted experienced candidate that is extremely involved in listening to our community. I’m tired of our voices within Colorado State House District 16 not being heard and represented. Some of my top priorities for Colorado State House District 16 are home affordability, immigration, education, protecting our kids, parental rights, cost of living, secure elections, community safety, protecting freedom and our constitutional rights! My ultimate goal is to take this state back and get back to common sense!
Areas of public policy I am most passionate about is affordability, immigration, veteran representation, education, employment/small businesses and preserving our Constitutional Rights. Colorado has potential to become the greatest state in America. It’s time to unlock that potential with what the people of Colorado would like to see and make it happen. In the end, it’s what the people of the state and the district would like to happen for Colorado. Not outside forces.
I looked up to my dad. He was strong, He was passionate. He was brave and honorable. He was a no-nonsense man who served in the United States Army during the Korean War. He was a drill sergeant and worked in special forces. He loved his family and dedicated his life to them. As an honorable man he had a saying. It was “my word is my bond”. I’m proud to carry his honor and words with me every day. Even though he is not with us anymore, I never stop trying to make him proud.
What characteristics or principles are most important for an elected official?
A few very important characteristics would be honesty, integrity, transparency, communication and grit. Without these in place productive positive growth and representation will not prosper. I have stood by these characteristics my entire life.
My top qualities are integrity, honesty and strength. We must have the ability to stand up for what is right, even if we’re the only one standing. We must be open and transparent with our constituents and the people of Colorado. In the end, it’s them that matter the most.
I believe the core responsibilities for this job is realistic problem recognition and common sense solutions. Knowing good from bad legislation and knowing where money should and should not be spent. I have decades of experience watching for fraud, waste and abuse. All of which should never be tolerated. The people of Colorado have worked too hard for the money they earn and this should never be taken lightly. Government also has too much overreach and finding where we can cut that back to preserve our freedoms should always be on a Legislators mind. Part of the job is to protect our people from threats, foreign and domestic. Sometimes that comes in the form of legislation. It is my job to find and expose the threats and fighting against it every day.
My legacy would be to help instill a sense of pride for our country. To give our men and women in the military a reason to fight and have fought for. To give the people of Colorado and America a reason to strive and get involved. This country was founded on “We the People” and has great valuable traditional roots. We need to remember them and pass along our pride, dedication and honor for this great country.
I remember watching the Challenger Shuttle explosion in 1986. It was such a tragedy in American history. Seeing how these patriotic Americans gave everything to serve their country laid the basis for my wanting to do more. To not let anyone’s sacrifice for this country ever to go in vain. That was the beginning of my nearly 40 years of dedication to this country.
My first job was when I was 16 years old working at Little Caesar’s. I learned the lesson of hard work, the value of community service and delivering a quality product and the meaning of “hussle it up”. These are foundations I’ve kept with me my entire life.
All my life I have struggled and have been blessed to overcome whatever challenge comes my way. These were values and strengths instilled in me from childhood. I have had literally every life challenge most Americans have dealt with. I never let it hold me back. I have been blessed with family and friends that I hold dear who also provide me with strength to never give in and never give up.
Together, my struggles have shaped me into the warrior and fighter I am today. I will always stand for our life, liberty and the pursuit of happiness as long as I breathe.
I believe the biggest challenges in Colorado will be affordability, immigration, education, water, over taxation and safety unless we change things up and get back to using common sense in all areas. It’s truly not rocket science, they just want you to believe it is.
I have no interest in running for another position at this time. I go where I am called and needed. If it becomes necessary I am always willing to serve my district, state and country.
One story I would like to share is how a Colorado voter needed help, as a special needs adult, after his mother and care taker passed away. He didn’t realize I wasn’t in his district nor did he care if I was an elected official. And, neither did I. He was someone in great need that was reaching out for anyone to help. He chose me to be that person. I was happy to help him get into special programs and with the right people to help him in his difficult time. It shouldn’t matter district or position. We have Coloradans in need in this state of various levels and if we can realistically help, in my heart and upbringing, that is what we should do. It’s also not about handouts or enabling social dependencies. I do not believe these help in the long run. I lead him to Charity organizations that knew how to take the ropes and I let them take it from there. I may not be an expert in special needs cases but I try as best I can to solve whatever problems come my way.
I have a few, including for small businesses, parental rights and seniors, however, for my first I would like to introduce a bill that allows all disabled Veterans in Colorado to have their level of disability rating percentage taken off of their property taxes.
I believe in full legislative transparency, especially financial. Our government must be held accountable for their actions and inactions. They forget, they work for the people. Not the other way around.

|I am a 21-year Retired Navy Veteran. My professional experiences include decades of working with the Department of Defense, Department of Homeland Security, Border Patrol, ICE, FBI, local law enforcement, NATO troops, all U.S. military branches as well as various community service agencies. This includes dealing with local and DC politics. I have extensive experience working in Information Technology, Military Logistics and in Atmospheric/Oceanographic Science. Alongside my professional experience, I bring to the table many life experiences including living paycheck to paycheck and raising two boys as a single parent in the public school system. I know what we struggle with on a daily basis and that’s why I can best represent us.
- The foundation of families and education starts with you. Many of our politicians believe that every problem has a one size fits all solution. This is not the case. Creating policies that work for the families of Colorado means working with local leaders and local families! I know that progressive Democrats are trying to tear apart our families by making our children dependent on the school system and the government. Our government does not serve to help children. Our education system is increasingly dumbed down, putting our children behind the rest of the world. We need to promote school choice, healthier school food, and a more rigorous school system that challenges children to learn.
- Colorado Springs is home to one of the youngest Army bases in America. Standing up for our armed services, veterans and constitutional rights is critical in putting America First. Unfortunately, there is a growing disconnect between our veterans and citizens. But we must not let that grow anymore. Our community should work to ensure that troops coming home have a transition that honors them and gives them the chance to use the skills the military gave them. In congress, I will help expand veterans' access to disability benefits and promote mental health and suicide prevention among veterans. I will work closely with the Veteran Affairs and Armed Services committees to help pass legislation to help our Vets.
- One of the most important factors of a community is a strong economy. This means promoting small businesses in our district. Small businesses face a complex web of bureaucracy and regulations. The government has no right to be in our private businesses. My goal will be to deregulate small businesses and allow them to grow freely and update infrastructure in communities around the United States. In addition to this, I will also work with local leaders to help promote job growth and investment in our local communities. Our district has a lot of untapped potential, and with the right leadership, we can open the doors for a stronger District 5. By bringing more jobs to our district, we can bring new families and new prosperity to our community.
Many issues matter to me such as election integrity, school choice, stronger education, term limits, gun rights, border security, American manufacturing, and family first policies.
Here are some important policies as well—
The first is taxation without representation. Just recently, our “representatives” passed a 40 billion dollar package in financial aid overseas. Not one of them consulted the people they represent. In fact, we hardly ever hear from any of our local leaders who claim to “represent” us. This must end. If you elect me, I can promise that you will hear from me because YOU are my team. Together, we will bring change to our district.
I am passionate about immigration. I am not pro-open borders and illegal immigration. There are immigrants who wait months to legally become United States citizens. Illegal immigrants do NOT get to undermine that process. We are being taxed millions of dollars a year because of ILLEGAL immigrants and the resources they use. It’s time we fix our border and our citizenship process.
Finally, I am passionate about our constitution standing up for ALL citizens. No matter what race, gender, and religion, it is essential that the constitution remains a staple in America. Every American should have the freedom to choose! The government does have the right to coerce citizens into doing things against their will.
I look up to my dad. He was strong. He was passionate. He was a no-nonsense man who served in the United States military. He was drill Sargent, and he worked in special forces. And, he loved his family. He cared for us and worked multiple jobs to make sure we could go to Germany to see my mom's mom. He would get up in dark and get home in the dark. He always said what he meant, "My words are my bond," meaning, he would stick by what he said. A piece of him lives on through me. Today, when I run for congress, I will be no-nonsense, I will be strong, and I will be passionate about the people I love.
I believe in integrity, honesty, and strength are the most important. A congressperson must have the ability to stand up for what is right, even if it is hard. They must be open and honest with their voters and listen to their constituents because in the end, it is them that matter the most.
As I've said before, I am not a politician.
My experience in the United States Navy sets me apart from the other candidates because I have learned the ins and outs of intergovernmental relations and how it impacts the military and agencies that work together. I have had the opportunity to lead fellow sailors and military operations. I have worked with Border Patrol, NATO, Department of Homeland Security and many other agencies. Furthermore, my experience as a small business owner allowed me to see some of the struggles that they face. I've seen what policies harm small businesses, and I will be able to avoid such policies in office.
But most importantly, I will be transparent on the bills I write and vote on. I will make sure you know how our taxes are being spent. I will be steadfast in my conservative values and will defend our constitutional rights.
If I'm elected to office, I want people to be proud of their country and proud of their district.
I will promote the younger generation to get involved and create future leaders that will take the country in a positive and effective direction. Through my office, we will put American families, American workers, and American values first.
I will make sure that 'we the people' are no longer in the dark about what our leaders are doing. I will make sure your concerns are met and treated with the urgency that you hold for them. In America, our voices must be heard. This country was founded FOR the people, and BY the people. Not for special interests and foreign leaders.
Finally, instilling pride back into the people and our children will bring us together. Think of it like a football team, fans will come together to support their team in gear and by painting their faces and hanging flags. On a much larger scale, the United States was a country that kids would be proud to say that they're from. Years ago, the Fourth of July was celebrated like New Year's Eve. People were proud to be American, and we need that unity back. We've made songs, flags, movies and cultures about how great America is.
The leaders we have now failed us and turned America into a laughingstock on the global stage.
If I'm elected to office, I would want to leave with three things left behind: Patriotism, Transparency, and Unity.

But I learned a lot about the American dream through this tragedy. Looking back at it now, I realize that innovation and progress do not come easy. America will face obstacles that will set us two steps back. Despite that, we always take three steps forward and achieve anything we put our minds to. That is the American Dream; pushing the envelope in space, innovation, and technology.
I was 16 years old when I got my first job working at Little Ceasers. I learned the value of community service and delivering a product that was what the customer wanted. I learned the importance of leadership and team effort in the workplace. Since then, I've been able to apply these skills to everything that I do. I worked there for three years and I had a great time making customers happy. I hope to do the same thing as your next congresswomen.

All my life I have struggled, but I have been blessed to overcome my challenges. Every time I get knocked down, I get back up. Even when I got hit by semi-truck, I got back up. I have lived paycheck-to-paycheck before. I have been a single mother. I have been through life's ups and downs, and I know what it is like to live as we do. I was not born with a silver spoon in my mouth like my opponents. Together, all these struggles shaped me into the fighter that I am today. I will always stand up for life, liberty, and the pursuit of happiness. No matter what comes my way in this campaign, in office, or in life, I will always get back up.
The House of Representatives allows money to flow throughout the United States. Unfortunately, they have spent money that we do not have. In the state that the American economy is in, the last thing we need to do is spend crazy amounts of money t. We must put the American economy first. Our politicians spend billions of our tax dollars and money that we don't even have as if it's nothing! They throw it around as if it is monopoly money. This useless spending is not ok. Inflation is at a record high, groceries are at a record high, gas is at a record high. Its time to put America first.
In government agencies, yes. Within politics, no. The people are tired of career politicians. I have worked with several agencies throughout my life. The truth is, politics is a process. Procedures can be learned. Right now more than ever, we are seeing citizens running for office. Like us, they realize that we have been ripped off by career politicians who do nothing to serve the interest of the people they represent. I will have a team of qualified and efficient members that are from our district that fairly represent us.
There are several challenges that I see the United States face in the future.
First and foremost, our education has become dumbed which will set back our children behind the rest of the world. Instead of encouraging students to seek more information, the school system has only told them what to think, not how to think. We need to revitalize the education system by giving parents more power over their childrens' education. We need to stop focusing on nonsense such as critical race theory and LGBT and focus on developing STEM programs and responsibility and real academics. I will also help promote homeschooling options for the parents who want to pull their kids out of the failing education system.
The second issue that I believe America will face in the coming years is drug and human trafficking. This issue is often overlooked by the party that supports open borders and free immigration. The consequences of this have been devastating to our children. Well over 15,000 victims are trafficked into the United States every year, and unfortunately, many of them are children who are then sold almost five times a day. Human trafficking occurs throughout the United States and at our borders. If I'm elected, I will work with Colorado law enforcement to see what they need to help assist in cracking down on trafficking crimes.
In the last few months, fentanyl overdoses have soared. In 2021, 77% of teen overdose deaths involved fentanyl. While fentanyl is made in the U.S., much of it is smuggled through our border. It is time to secure our border and put an end to these tragedies that harm our children.
But there is hope. With the proper leadership and legislation, we can fix these issues. With families that support traditional American values, we can still prosper. When America unites as one, anything is possible.
I would aim to be on several committees such as the Small Business and Entrepreneurship, Veteran Affairs, Joint Committee on Intelligence, Foreign Relations, Defense Committee and Armed Services. My areas of expertise in the military and owning a small business would make me a perfect fit for these committees. No matter what committee I am on, I will work tirelessly to make sure policies are being passed that benefit YOU.
No, I think, three years enables a member to pass a fair amount of legislation and allows me to focus on legislation rather than campaigning again. Moreover, it does not allow a member to create an establishment of their own.
I am for term limits. Career politicians benefit from big corporate donors and become sold out to foreign interests. This is not ok. They claim to represent 'We the People' but seldom talk with us. They tell us they care about us, but they live in the DC swamp. Term limits are critical in maintaining a free and fair democracy. Nancy Pelosi and Mitch McConnell have been in office for well over 30 years. Times have changed. It is time for a fresh team to represent Colorado's 5th District. I believe U.S Representatives should be limited to 4 three year terms.
I believe compromise is necessary for policymaking. However, I will not be shamed, abused, or misrepresented for the values I believe in. I will make sure my team is a diverse group of people who know what we want and what we need. I will vote no on bills that contain parts that were slipped in and have nothing to do with the matter at hand. I will make sure my office is transparent in why we vote a yes or no. Finally, I will make sure that we are involved in policymaking together. I plan on hosting town halls and meet and greets, so we can all grow Colorado's 5th District together.
As long as the bill puts Americans first and abides by the constitution, then it will be my top priority. At the end of the day, my vote will represent what my district wants. I will vote for bills that are transparent and do not slip in any sections at the Americans' expense.

|Running for Colorado's 5th district is a great honor. I am a proud U.S. Navy Retired Veteran after 21 years. I served all around beautiful country and the world, raised two sons, whom were both military, commanded and mentored hundreds of brave men and women, proudly served with all four U.S Military branches, worked with several U.S. Government DOD agencies including the Dept. of Homeland Security, briefed leaders of foreign countries and worked with several NATO forces during special operations. My unique life experiences have given me the best ability to represent all of my constituents no matter what side of the aisle they reside. As a true moderate, I believe all people need to have representation. I believe in protecting our first amendment by safely protecting our 2nd amendment. I believe compromise is the key to moving things forward and if we aren't working together for a common cause, we will never advance to a common good. One of the greatest persons in my life was my father. We always said that if you combine John Wayne and Fred Sandford into one person, that was my father. He was tough, level headed and definitely did not put up with nonsense. He honored his family, his word was his bond and loved his country. I can't think of a better role model to have.
I believe honesty, search for truth/facts, incredible work ethic, communication and desire to constantly strive for the best for their constituents are the most important characteristics.
To stay in constant communication with their constituents to better represent them in D.C. To always strive to compromise and negotiate an outcome that will best suite everyone, not just one party over another. Party-politics needs to end. People-politics are all that matter.
With complete honesty and openness, my first historical event in my memory was when Elvis died. I remember the country, as a whole, unite in the sadness of his death and his remembrance. In my lifetime, our country never use to be so divisive as it is today, I hope to help restore us to a time of common ground and unity.
My very first job was a babysitter at the age of 12 for $1 per hour. I babysat for about for 3 years. I later went on to work at a pizzeria, local library and volunteered. My first job after H.S. graduation was the U.S. Navy.
Redistricting must be drawn by population only without the interference of any political parties.
The U.S. House of Representatives is suppose to be comprised of REPRESTATIVES from their state districts for their people and people only. That is the part that should make them unique, however many are not doing this. Party politics have no reason to be involved yet that is all most of those in the current offices care about. Once a Representative enters the chamber to represent and create laws, their party politics should be left at the door. We are there to represent the people, not a party.
I do not per-say. I believe we have amazing people in our country with amazing abilities to lead and represent that have never been personally involved in the political world. Many of those that I have seen that have had previous political backgrounds are the ones that are the least capable of representing their people as their politics and learned bad political behaviors get in the way. Many times, it corrupts them.
I believe the best representative has experiences in all factors of life. Ones that have gone through life's ups and downs personally so they can better understand their peoples struggles instead of standing on a ivory pillar above. Well rounded candidates are what we need more of in office as they will better connect with their people and stand for what is right to move our Country ahead.
Our greatest challenge will be our own internal healing. We have become a country that has all but given up on the concept of being UNITED.
We live in the most beautiful prosperous country in the world. We must work together, reunite our America, together, as we are ALL brothers and sisters under these Stars and Stripes of freedom. One Team, One Fight, UNITE!
The top few committees I would like to be part of are the Armed Services, Homeland Security, Veterans Affairs, Small Business and House Administration
I do not believe two years is the best term length as it doesn't allow representatives to be able to focus on solving issues at hand because 1/3 of that time ends up with them needing to rerun for election. We want these people to work and really get things done, two years doesn't quite allow that. I believe the term length should be 3 years , however, we must also have term limits of 3 terms max. We need term limits for House, Senate and Supreme Court.
After speaking to thousands of people on this matter, it is what the PEOPLE want! It is also what I want. It cannot be an choice for Congress to make. It must be a choice on the voting ballot for our American People to decide on. Once decided, it must be done.
As the Unity Party is the newest party to be established, we would be carving new ground for a newer way in Congress. I would be interested in Minority Party Leader.
Although I am a unique candidate, one of the top Representatives that comes to mind is Trey Gowdy. He has a no-nonsense approach and is determined to get to the root of every situation, no matter the outcome. Facts, Truth and putting our people and country first is what's most important to me.
One of the stories that comes to mind is that of a U.S. Veteran that served in the U.S. Army for 12 years. He had been promised citizenship after his service, however, there was paperwork that had not been submitted correctly in the beginning, unbeknownst to the soldier, and he was in danger of being deported. He had tried to contact the current Colorado's District 5 House Representative several times but had not once received a call or message back. Although I currently am not in a position to directly help him yet, I wrote my own letter to the same Representative, only to get zero contact back. I used what limited resources I have to get him contact information with the VA, American Legion and the DAV. Unfortunately, I lost contact with this individual but I pray he was able to get his situation resolved. I believe our elected officials have the expected duty to help their people and should without hesitation, however, as good humans, I also believe that we should help each other no matter what, elected or not.
Another story that hit me hard was a veteran that had been injured on duty. She did not have the ability to get medical help she needed as she could not afford the transportation for necessary evaluations with the VA. I worked with the Family Service Center to secure funding for her transportation and lodging while she could go through the steps she needed to.
My last story I will share here is one that is much more personal. During the COVID stay at home Quarantine order, an elderly neighbor needed assistance with food and supplies as she was unable to go out safely. She was literally down to a box of crackers and a few canned items. I stepped in and restocked her food supply from my own as I knew it was safer for me as a younger adult to replenish my own supplies than it was for her to risk going out at that time. We all live together in this country, our counties, our towns and neighborhoods. I truly believe helping one another is paramount.
