Ramona V. Manglona is a federal judge serving a 10-year term for the United States District Court for the Northern Mariana Islands. She joined the court in 2011 after being nominated by Barack Obama (D). Previously, Manglona was an associate judge on the Superior Court for the Commonwealth of the Northern Mariana Islands and had held the position since 2004.[1] Manglona's term ended on July 28, 2021, but she was able continue serving on the court until a successor was selected.[2]

On September 11, 2023, President Joe Biden (D) renominated Manglona to the United States District Court for the Northern Mariana Islands.[3][4][5] Manglona's nomination was returned to the president at the sine die adjournment of the U.S. Senate on January 3, 2024. The president renominated Manglona on January 8, 2024. Judicial nominations and appointments

United States District Court for the Northern Mariana Islands

Manglona was nominated to the United States District Court for the Northern Mariana Islands on January 26, 2011, by President Barack Obama to fill the seat vacated by Judge Alex Munson. In the press release Obama stated, “Throughout their careers, these distinguished men and women have demonstrated a steadfast commitment to public service. I am confident they will serve the American people with distinction from the District Court bench.”[7]

She was rated Unanimously Qualified by the American Bar Association.[8] She had a hearing before the Senate Judiciary Committee on March 16, 2011, and you can find her hearing transcript here. She was moved out of committee on April 7, 2011.[9]

She was confirmed to the position on July 26, 2011, by a Senate voice vote.[9] On August 30, 2023, President Joe Biden (D) announced his intent to renominate her to the court.[5]

Senate Judiciary Committee hearing

Manglona was reported to the full Senate on December 7, 2023, after a 20-1 committee vote.[11] After her renomination, she was again reported to the full Senate on January 18, 2023, after a 21-0 committee vote.[12]

Nomination

On August 30, 2023, President Joe Biden (D) announced his intent to renominate Manglona to the United States District Court for the Northern Mariana Islands. The president officially nominated Manglona on September 11, 2023. Manglona's nomination was returned to the president at the sine die adjournment of the U.S. Senate on January 3, 2024. The president renominated Manglona on January 8, 2024.[6]

Manglona received a B.S. from U.C. Berkeley in 1990 and a J.D. degree from University of New Mexico School of Law in 1996.[7]
